New York State Homes and Community Renewal (HCR) is the State’s affordable housing agency, with a mission to build, preserve, and protect affordable housing and increase homeownership throughout New York State.
This position is on HCR's Housing Trust Fund Corporation (HTFC). HTFC is a public benefit corporation, and a Civil Service exam is not required for this position. Candidates must meet the minimum qualifications outlined below to be considered.

The Office of Resilient Homes and Communities (RHC) was created in 2022 and assumed the portfolio of the Governor’s Office of Storm Recovery’s (GOSR) disaster recovery projects. GOSR had been established as a temporary agency in 2013 to coordinate statewide recovery efforts for Superstorm Sandy, Hurricane Irene, and Tropical Storm Lee. GOSR administered approximately $4.4 billion in flexible funding made available by the U.S. Department of Housing & Urban Development.
RHC now serves as the lead principal office responsible for the administration of New York State’s climate change adaptation and storm recovery initiatives.
POSITION SUMMARY
RHC’s Resilient & Ready Programs, includes the Rapid Response Program, which makes emergency repairs to damaged homes following qualified storm events, and the Resilient Retrofits Program, which fortifies flood prone homes in advance of a storm event. Both programs are available to low- to moderate-income homeowners and administered through a network of local non-profit housing organizations and local units of government.
The Program Manager’s primary responsibility will be to manage the day-to-day operations of these two programs. The Program Manager will report to the Managing Director of Housing Programs for RHC.
DUTIES AND RESPONSIBILITIES:
+ Prepare award correspondence and grant agreements.
+ Track and monitor portfolio of grant contracts through award, development, disbursement of funds, compliance, and closeout.
+ Articulate RR program rules and regulations to provide advanced direct technical assistance to grantees to promote comprehension of program requirements and processes.
+ Development manuals and draft written internal and external policies and procedures.
+ Assist with review and processing of payment requests.
+ Monitor status of funding available and budgeting among the awards issued.
+ Analyze data and prepare detail reports on program status, trends and program accomplishments and highlights.
+ Attend, participate, conduct presentations and/or assist with preparation for community development meetings, conferences, webinars and workshops.
+ Draft and finalize memos, correspondence, reports, manuals, or other documents as needed.
+ Provide research and analysis, as needed. Function as a thought-partner to RHC leadership to ensure the continued success of the programs.
WHO YOU ARE:
+ Bachelor’s degree and 3 years of relevant experience.
+ Substitutions: four years of specialized experience or associate degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
+ Ability to establish effective working relationships
+ Excellent oral and written communication skills.
+ Strong analytical and organizational skills.
