Job Details:
PurposeThe Program Manager leads the planning, execution, and oversight of strategic, cross-functional programs that support UT Health's mission and operational goals. This role is specifically responsible for overseeing workflow processing, education and training for departments utilizing the intake workflow, as well as supporting the Director of the Operations Coordinating Group and generally responsible for managing multiple related projects, ensuring they align with organizational priorities and deliver measurable outcomes. The Program Manager works closely with project managers, clinical and administrative leaders, finance, IT, and external partners and ensures that programs are delivered on time, within scope and budget, and in compliance with applicable regulations and internal policies.
ResponsibilitiesLeads Program Planning and Execution
Develops and maintains comprehensive program plans aligned with strategic goals.
Defines program scope, deliverables, milestones, and success metrics.
Coordinates cross-functional teams to ensure timely execution.
Tracks progress and adjusts plans as needed.
Ensures alignment with organizational priorities and leadership expectations.
Manages Stakeholder Engagement, Communication, and Reporting
Builds and maintains strong relationships with internal and external stakeholders.
Develops and implements communication strategies tailored to specific audiences.
Facilitates regular status meetings and provides timely, transparent updates.
Prepares and delivers reports, dashboards, and presentations to communicate program status, risks, and outcomes.
Ensures alignment and transparency across all program participants.
Oversees Budget and Resource Allocation
Develops and manages program budgets in collaboration with finance.
Monitors expenditures and ensures cost-effectiveness.
Coordinates resource allocation across projects and departments.
Identifies funding needs and opportunities.
Prepares financial reports and justifications for leadership.
Ensures Program Compliance and Risk Management
Identifies and mitigates program risks and issues.
Ensures compliance with regulatory and organizational policies.
Maintains documentation and audit readiness.
Conducts program evaluations and implements improvements.
Develops contingency plans for critical risks.
Supports Organizational Strategy and Innovation
Aligns programs with long-term strategic initiatives.
Identifies opportunities for innovation and process improvement.
Leads change management efforts related to program implementation.
Benchmarks best practices and integrates them into programs.
Contributes to strategic planning and decision-making.
Required QualificationsBachelor’s degree in Business Administration, Healthcare Administration, Public Health, or a related field.
Minimum of 5 years of experience in program or project management, preferably in a healthcare or complex organizational setting
Relevant education and experience may be substituted as appropriate.

Preferred QualificationsMaster’s degree in Business Administration (MBA), Public Administration (MPA), or a related field
7 or more years of experience managing cross-functional programs in healthcare or the public sector

Salary Range$86,456 + depending on qualifications
