Knox Court, Denver, CO 80236 CDHSCareers About the Division of Youth Services: The Division of Youth Services (DYS) provides a continuum of residential and non-residential services that encompass juvenile detention, commitment, and parole. DYS is the agency statutorily mandated to provide for the care and supervision of youth committed by the District Court to the custody of the Colorado Department of Human Services. The Division operates fifteen secure facilities that serve youth between the ages of 10 and 21, who are pre-adjudicated, sentenced, or committed. The Division also contracts with numerous private residential and non-residential service providers throughout the State. For pre-adjudicated youth, the Division is also responsible for the management and oversight of Colorado Youth Detention Continuum, a State-funded, locally administered program that provides services to youth at risk of further progressing into the juvenile justice system. In addition to residential programming, the Division administers juvenile parole services throughout the State. We invite you to explore the DYS website and learn about the services provided to youth, families, and local communities in the State of Colorado at: https://www.colorado.gov/cdhs/dys Description of Job Position Overview This position collects data, analyzes and reports on a monthly basis an aggregated report of the status of all youth who are in detention and who are awaiting services that would mitigate the substantial risk of harm to others that are presented by the juvenile or the juvenile’s risk of flight from prosecution and the number of emergency beds by each Judicial District of facility. This position’s role is to map ways of collecting in a timely and efficient way to collect and report data concerning available placements for juveniles who are awaiting mitigating services in the State, and barriers to these placements. Key Responsibilities Management and Oversight of Public Reporting This position supports legislative bill requirements of reporting on a monthly basis an aggregated report of the status of all youth who are in detention and who are awaiting services that would mitigate the substantial risk of harm to others that are presented by the juvenile or the juvenile’s risk of flight from prosecution and the number of emergency beds used by each judicial district or facility. Serves as the primary point of contact and Staff Authority for oversight and management of Public Reporting. As Staff Authority, this position has the sole responsibility to develop, maintain, and present Public Reports to the Senior Executive Team (SET), Office of Children, Youth and Families (OCYF) leadership, and Division of Youth Services (DYS) leadership. This position is also responsible for evaluating all internal findings, concerns, and creating a process for areas for improvement. This position’s work is very critical due to the highly confidential information included in these reports. In addition, this position assists with performance measures and consultations as needed. This position creates and maintains a central, easy-to-use system to store relevant reporting documentation and project-related resources; ensures reporting documentation is updated as needed and is available to stakeholders immediately upon request. In addition, this position is responsible for developing frameworks, processes, and guidance to support staff in documenting decisions and ensuring that reporting program processes are verifiable and replicable. Uses continuous improvement practices to assess process effectiveness and efficiency; recommends improvements to Public Reporting processes and procedures. Analyzes trends and appropriate expenditures regarding the Regional Offices and Youth Services Centers. . Program Analysis and Change Management In Collaboration with the Division’s Director and Leadership team, this position creates, implements, and evaluates a division-wide leadership development program for the Youth Services Centers and Region Offices. Designs and implements division-wide initiatives to improve overall organizational effectiveness and performance. Consults, guides, and supports the division’s organizational design, change, and development strategies based on performance indicators, including resident satisfaction, employee satisfaction, employee retention, and fiscal commitments. Provides a client-focused, data-driven, human-centered, and evidence-based approach to ensure quality services, including education, health, and mental health services, to our youth clients. Provides a forum and leadership to the strategic planning process by assuring there are work plans, timeframes, objectives, measurements, and individuals responsible. Meets regularly with Division staff to assess progress toward goals and provide feedback and direction. Modifies plans as needed. The position recommends new programs or initiatives within the Division. The position collaborates with other Offices within CDHS and OCYF Divisions, particularly the Division of Child Welfare Administration of Body-Worn Camera Pilot Program Establish a pilot program in one detention facility and in one commitment facility. This is a new program required per HB 25-1146, a Senate bill. This position has the oversight of the pilot program and development of processes and procedures that will be used division-wide after the pilot program is completed. This position works closely with the Division’s leadership in evaluating the impact of the program and developing policies and procedures concerning body-worn cameras. This position creates steps of implementation and provides training to the youth center administrators regarding this program. Partnership and Representation This position provides support, consultation, and stakeholder engagement specific to the Colorado Youth Detention Continuum and correlated statutes. Provides support and consultation for DYS secure residential programs at the local level in conjunction with the division director, associate director, director of operations, quality assurance, youth services, and local leadership. Maintains and supports national partnerships engaged with DYS to support best practices in juvenile justice services, to include the Council of Juvenile Justice Administrators, behavioral health and medical services, and a trauma-informed approach. Represents the Division to the legislature, county partners, community and collaborative groups, the public, and national organizations and affiliations as needed for related subject matter. Actively participates in relevant meetings, committees, and task forces as designated by the Division Director, Office Director, or CDHS Deputy Executive Director.
