Key Responsibilities:

Job Purpose :

Provide technical support and capacity building to ensure the quality assurance and innovative program design, monitoring, evaluation, research, learning, and accountability mechanisms are in place to demonstrate the evidence of professional achievement of WV Indonesia’s strategic CWB and rights at assigned zonal level. This support includes for Development, HEA, and Advocacy projects across Sponsorship, PNS, and Grants at national and sub-national level.  This role supports the achievements of the Program Evidence, Accountability Research and Learning team and its integration with the Technical and Program teams at national level.

Strategy Development & Planning

Provide the SRIE, Technical, and the Program teams with technical advice and support in term of program quality and accountability related to Development, HEA, and Advocacy project initiatives across Sponsorship, PNS, and Grants at zonal and national level.Provide a strategic link between Development, HEA, and Advocacy initiatives teams and the SRIE, Technical, and Program teams to facilitate the effective communication and mutual support required to meet design, monitoring, evaluation, research, learning, and accountability technical and capacity requirements of the NO and zonal teams.Provide the Zonal/ Cluster DME teams with advice and support on critical matters related to program evidence, accountability, research, learning and the achievement of the NO and Zonal strategy.Provide a strategic link between the NO and Zonal to facilitate the effective communication and mutual support required to meet design, monitoring, evaluation, research, learning, and accountability both technical and capacity.

Resource Acquisition & Management

Facilitate and work closely with resource acquisition providing the technical rigor and using evidence base for program concepts and designs to maximize our reputation and proposal success rate with donors. 

Capacity Building

Provide technical support to ensure the Zonal/Cluster DME to conduct effective program quality and technical practices that foster a culture of learning, innovation, research, evidence-based program designs and effective monitoring and accountability to communities and donors.In partnership with other unit in SRIE, Technical, Program Departments, provide technical support to ensure zone/ cluster program implementation meets agreed design, monitoring, evaluation, learning and research are of the highest standard and in alignment with WV ministry and donor requirements.In partnership with Sectoral Specialists and support functions develop appropriate business processes is in place to manage the quality and accountability of project designs, implementation and reporting at zonal level.Provide technical support and capacity for sponsorship funded project to meet the required and agreed DME standards. Communicate the learning on Development, HEA, and Advocacy project initiatives across Sponsorship, PNS, and Grants to ensure the organization excels in program quality, accountability and evidence that will maximize and demonstrate the achievement of the organization’s CWB and rights ministry objectives.In partnership with SRIE, Technical, and Operations ensure the program quality and accountability related to Development, HEA, and Advocacy project initiatives conducted in national and zonal level in alignment with WV ministry and donor requirements.Provide technical support for all program quality and accountability related to Development, HEA, and Advocacy project initiatives which contribute to the achievement of the NO strategy.In partnership with SRIE, Technical, and Program Department and other support functions to ensure an appropriate business process is in place to manage Development, HEA, and Advocacy projects which improve program quality and accountability.Lead the analysis and support the reporting process for Development, HEA and Advocacy projects across Sponsorship, PNS and Grants in connection with the achievement of the NO strategyDevelop instruments which support the effectiveness of Development, HEA, and Advocacy project initiatives across Sponsorship, PNS and Grants to achieve the organization’s CWB and rights ministry objectives.

Networking & Coordination:

Coordinate with the SRIE team and Sectoral Specialist to ensure appropriate representation and contribution in strategic partnership forums, working groups and networks within WV and external networks.Maintain networks with universities and research institutes to ensure the application of standards of DME technical knowledge, understanding, learning, research, and support processes are in place in the organization especially at assigned zonal/ cluster level.In consultation with the PEARL Manager to ensure appropriate representation and contribution from the PEARL team in strategic partnership forums, working groups and networks within WV and external networks.Work closely with the SRIE team in relation to the implementation of partnership programme quality and accountability initiatives, knowledge sharing and collaborative learning between the GC, SAP and our NO related to Development, HEA and Advocacy project initiatives across Sponsorship, PNS and Grants.Establish networks with universities to ensure the application of standards of DME technical knowledge, understanding, learning, research, and support processes are in place in the organization especially at zonal level.

Management & Leadership

Submits periodical/ monthly accomplishment report Build and maintain positive spirit of working in team with other staff in respective unit and department  Contribute and support to enrich organization’s life, faith, Christian Commitments and work. Contribute to the cultivation of commitment in serving the most vulnerable children and communities we seek to serve among our staff, the Board, as well as donors/sponsors and supporters. Ensure implementation of Safeguarding Policy in accordance with the roles and responsibility. Be a role model and inspiration in managing work, communication and relationship with internal staff and external parties on knowledge management and innovation field.Manage all risks related to Program Evidence Accountability Research & Learning , according to organization policies, guidelines, and standard. This includes risks in fraud, safeguarding, and other related risks.

The Qualifications :

Bachelor degree in Development Studies or any related field.Requires min. 3 years experiences in development works.2 years experiences in project design, implementation, monitoring, evaluation, and report writingRequires 3-5 years experience in DME of grant project, HEA and advocacyStrong understanding of research methodologies, evaluation frameworks, and data collection techniques.Experience in both quantitative and qualitative research methodologiesFamiliarity with statistical software such as SPSS, STATA, or R is a plusAbility and willingness to travel domestically and internationally as required, to visit project sites, attend meetings, and engage with stakeholders.Cultural sensitivity and an understanding of the local context.Ability to travel and participate in field visits, sometimes in remote or challenging locations.Adequate physical health to meet the demands of frequent travel and fieldwork.Fluent in English
