Program Control Analyst

We have an outstanding Contract position for a Program Control Analyst to join a leading Company located in the Clearfield, UT surrounding area.
**US Citizenship is required.****Candidate must possess an Active Secret Security Clearance.**
We are looking for a Program Control Analyst who will interface with the program managers, functional management, and cost account managers (CAMs) to provide financial and administrative support and analysis to meet program requirements. The candidate will contribute valuable experience and knowledge with Earned Value and performance measurement baseline concepts and be able to apply them to multiple contracts for control accounts within an engineering Integrated Product Team (IPT).
Earned Value Management (EVM) tasks include:Establishment of Work Breakdown Structure for execution of budgeted cost of work scheduled, assessment and maintenance of objective performance criteria, maintenance and justifications of estimates to complete, and support to internal and external reporting requirements for variance analysis, as well as budget baselines, funding analysis, cost risk analysis/assessment and visibility reports, preparation of government cost performance reports preparation and/or review of performance measurement variance analysis as well as development and analysis of estimates to complete.
Responsibilities:Ability to use financial systems, learn a basic understanding of EVMS principles, and hands-on cost performance reporting/analysis skillsDevelop and implement solutions of moderate scope and complexityAnalyze variances/trends and develop new methods and process techniquesWork under very general supervision while completing numerous assignments per schedule and elevating potential issues to ensure proper management focusGuide and influence peers and internal customersGood interpersonal skills while representing the group on special projects outside of own groupSupporting the development of budget baselines and maintaining cost/schedule integrationSupport preparation of budgets, schedules, and ETC/EAC; perform and/or assist in financial performance analyses and visibility reportingAssist in the preparation and submittal of monthly CDRLs such as IPMRSupport variance analysis reports; facilitate and support program monthly rhythm processIncorporate baseline changes into the EVM system while utilizing Deltek Cobra, SAP/S4, wInsight, Tableau/PowerBI, and MS Excel/Project/Powerpoint
Basic Hiring Criteria:Bachelor's degree in Business Administration, Finance, or Accounting with 5 years experience in financial analysis or industry-related fields OR Master's degree in Business Administration, Finance, or Accounting with 3 years experience in financial analysis or industry-related fieldsProficient in Microsoft Office (Excel and PowerPoint)Experience with Earned Value Management Systems, Financial forecastingExperience in Government Contracting with Earned Value Management (EVM)Experience with Business systems (SAP, Cobra) and using Cobra in a Government Earned Value Management rhythmFinancial forecasting experience with EVMS or government cost reportingAbility to work onsite daily in Clearfield, UTYour ability to transfer and maintain the final adjudicated government Secret Clearance, and any program access(es) required for the position within a reasonable period of time, as determined by the company
Desired Qualifications:Experience with the AOP (annual operating plan) and LRSP (long-range strategic plan) processesUnderstanding of US Government procurement and contracting, Cost Accounting Standards, and FARCandidate has the ability to identify issues and problems across multiple contracts and make recommendations to management for resolution of mitigation
