Louisiana Revised Statutes Title 39:321 through 39:332 and Title 39:360 through 39:364 as well as Title 34 of the Administrative Code govern the statewide management, accountability, certification, disposal of movable property, and the Preference Buyer Program. Louisiana Property Assistance Agency (LPAA) is tasked by the Commissioner of Administration to oversee statewide inventory control. While there are a multitude of tasks performed by all LPAA employees that allow the commissioner to comply with those requirements, the Compliance Section’s efforts heavily contribute to the agency’s ability to successfully fulfill the commissioner’s requirements as dictated by the statutes listed above. There are currently in excess of 500 state agencies that own more than one million pieces of movable property having an original acquisition cost exceeding over $2.1 trillion. Each of LPAA’s Compliance staff is assigned a certain number of these agencies based upon their size, distribution statewide, complexity, etc. and is responsible for auditing their property and fleet programs. The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following: + Overseeing the state’s capital construction program + Working to provide state and federal grants for community development + Development of the state budget + Providing technology services + Giving agencies guidance in the state purchasing and contracting process as they seek goods and services + Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes Minimum Qualifications Three years of experience in compliance programs, federal jobs training programs, accounting, auditing, labor relations, workforce development, or administrative services; OR Six years of full-time work experience in any field; OR A bachelor's degree. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties and Other Information Job Duties: -Traveling statewide to conduct routine audits of all agencies' inventories of movable property and fleet management activities. -Assist agencies with annual Property Certification requirements. -Providing fundamentally necessary training to agency property managers and fleet managers on understanding the requirements of the governing statutes and administrative codes. -Assist with Preference Buyer Program mandated by statute.
