Program Associate
The McSilver Institute for Poverty Policy and Research (https://mcsilver.nyu.edu/) at New York University is committed to creating new knowledge about the root causes of poverty, developing evidence-based interventions to address its consequences, and rapidly translating research findings into action through policy and best practices. McSilver has a robust training program on best practices in service delivery programs which provides trainings and implementation support to behavioral health agencies across New York State. We are looking to hire a talented and motivated individual to serve as a program associate for our Managed Care Technical Assistance Center (MCTAC) and Healthcare Innovation team. This position will support a range of projects related to behavioral health policy, infrastructure, and implementation for New York State mental health and substance use agencies. For instance, the Program Associate will focus on supporting Personalized Recovery Oriented Services (PROS) programs by developing curricula and training resources. The Program Associate may also support the projects of the Managed Care Technical Assistance Center (MCTAC), an initiative funded by the NYS Office of Mental Health to provide timely resources and offerings to NYS behavioral health providers navigating the changing Medicaid landscape. This position, under the direction of the Director of Healthcare Innovation, will plan, administer, and execute the vision, strategy, and goals of our Healthcare Innovation team, which consists of various technical assistance initiatives such as MCTAC. Essential Tasks/Responsibilities: Curriculum Design & Implementation Oversight + Develop and maintain a comprehensive online library of group and individual service curricula for Personalized Recovery Oriented Services (PROS) programs and their staff to use when they deliver care to individuals. The curricula supports delivery of all PROS components (Community Rehabilitation and Support, Intensive Rehabilitation, Ongoing Rehabilitation and Support, and Clinical Treatment). + Ensure curricula incorporate recovery-oriented practices, trauma-informed care, cultural responsiveness, and principles of adult learning. + Integrate person-centered language, shared decision-making, and skill-building frameworks into all learning materials. + Coordinate and implement the process of ensuring that behavioral health professionals receive training in evidence-informed psychiatric rehabilitation practices. + Facilitate behavioral health professionals’ access to the online curriculum library. + Ensure curricula incorporate recovery-oriented practices, trauma-informed care, cultural responsiveness, and principles of adult learning. + Integrate person-centered language, shared decision-making, and skill-building frameworks into all learning materials. Day to Day Responsibilities: + Work under the direction of senior staff, and in collaboration with other TAC staff and partners, to project manage, coordinate, and facilitate statewide training initiatives. + Delegate and/or oversee logistics for internal and external meetings and events, including scheduling, booking rooms, preparing materials, setting up conference calls, travel arrangements, catering and conference spaces). + This role also includes contacting vendors for services, overseeing the production and distribution of materials, and managing within budget + Develop presentations, resources and tools and speak publicly in stakeholder and provider meetings, conferences, or other venues as identified by senior staff. + Support other TAC staff, consultants, and projects by applying relevant subject matter expertise. + Coordinate and facilitate meetings with identified stakeholders such as, but not limited to, Managed Care Organizations, Office of Mental Health and Office of Addiction Services and Supports staff, consultants, and other identified stakeholders. + For example, prepare agendas, notes, and lead conversations with stakeholders around deliverables + Apply strong project management skills to oversee and/or delegate duties associated with various projects. + Use problem-solving skills when facing obstacles in the planning and coordination process. Adapt to changes in a fast-paced environment and identify solutions that aim to still meet the goal of the project. + Ability to anticipate in advance the next steps of projects and to begin drafting or working on next steps without requiring prompting from other team members. + Work independently to complete tasks accurately with very little consultation/oversight and guidance needed. + Oversee data management for projects. Develop and manage systems to organize, collect, report, and monitor data collection. Create complex reports and spreadsheets which may utilize specialized software and systems. + Develop, plan and implement more systematic evaluation and ensure reporting requirements are met with the McSilver Evaluation team. + Provide training and onboarding support for team members, including training on numerous backend websites and organizational systems (e.g., Zoom, website, Campaign Monitor, Qualtrics, Google Drive) that support the delivery of technical assistance offerings such as webinars and in-person events. + Be open to receiving feedback and changing approaches to align our work with the interests and goals of stakeholders. + Stay informed and up-to-date on the forefront of emerging industry practices, particularly as relates to technologies used for event and webinar coordination, development and implementation. + Support breadth and depth of training offerings and their promotion by working with the website, infrastructure, and Learning Management Systems manager as needed. Interdisciplinary Collaboration & Program Alignment + Collaborate with leadership to ensure curricula aligns with service goals, documentation regulatory standards, and desired outcomes of psychiatric rehabilitation service programs. + Partner with internal and external stakeholders to integrate person centered language, shared decision making, skill building frameworks, and evidence-based practices into service design and learning materials. + Evaluate the effectiveness of curricula through outcome tracking, staff feedback, and participant engagement. + Facilitate focus groups or advisory input from PROS staff and PROS participants to ensure curriculum remains relevant to lived experience and evolving needs. + Stay informed of OMH guidance and changes in PROS policy to ensure curriculum compliance and relevance. Training & Support + Train and coach PROS staff (e.g., Rehabilitation Practitioners, Licensed Clinicians, Peer Specialists) on curriculum development, delivery, engagement strategies, and instructional best practices. + Develop supplemental materials, toolkits, and resources to support consistent and effective implementation. Skillsets: + Strong knowledge of recovery principles, evidence-based practices, instructional design, and regulatory compliance. + Interest in behavioral health and intellectual/developmental disabilities (I/DD) policy and commitment in improving the quality of health care that is provided to underserved, at-risk, and vulnerable populations. + High attention to detail. Minimum Requirements: + Master’s degree in Psychology, Social Work, Counseling, Public Health, Education, or a related field with demonstrated minimum of 3 years experience working in a mental health setting, OR + Bachelor’s degree with demonstrated minimum of 5 years of experience working in a mental health setting. + Extensive experience in behavioral health, including program administration, curriculum development, and supervisory roles. + Experience working in PROS programs in New York State is highly preferred. + Experience managing a program or major projects and working with state or local government entities is a plus. + Must be able to travel independently between multiple work sites and events statewide + Proficiency with technology and knowledge of common programs such as Microsoft Office and G Suite. Familiarity with Zoom and Webex video conferencing platforms for service delivery. This position is full-time and includes a generous benefits package. In compliance with NYC’s Pay Transparency Act, the annual base salary range for this position is $73,000 – $83,000, commensurate with experience.
