Summary This position is open only to current and former DOD NAF Employees and current, eligible DOD Appropriated Fund Employees. A recruitment bonus may be authorized for this announcement. Responsibilities Serves as a Program Analyst providing subject matter expertise, guidance and recommendations to senior staff. Researches and develops policies and programs pertaining to specific programs (i.e. recreation) with emphasis on program planning and standards. Assist with development of strategic program plans, assess program standards and procedures, analyzes for effectiveness, recommends appropriate changes and conducts actual execution for the designated program. Develops program benchmarks for program operations. Performs comparative analyses, compares programs to best in industry, and develops reports outlining areas in need of improvement. Monitors and reviews financial and historical performance of the specific programs, Assists Director with development and tracking of input for the POM process for installation funding. ensures sufficient internal control mechanisms are installed and in use. Monitors Installation Status Reports (ISR) III process and Army Baseline Standards. Provides written and oral responses to program specific inquiries. May be required to evaluate specific installation programs and/or perform assistance visits. Requirements Conditions of Employment Qualifications QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. Knowledge of assigned programs, the roles they play in supporting total Army programs, and their contribution to Army MWR. Must have 2 years experience at MACOM/Region or HODA level in developing Army Baseline Standards. Knowledge of principles, concepts and methodologies required to perform various analytical techniques. Ability to analyze operations, financial data, prepares reports and replies to inquiries from the perspective of a DA staff officer. Strong written and oral communication skills, including comprehensive knowledge of standard office software programs, such as word processing, graphics, spreadsheets, etc. All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Highly Preferred: Managerial experience of the caliber described above in an Army Recreation setting to include Financial operations for both APF and NAF business and financial issues. Education consisting of a baccalaureate or higher degree and have applicable professional experience in a military service environment performing duties similar to those described above Education Education is not required for this position and will not be utilized in determining minimum qualifications or as a substitution for experience unless indicated in the vacancy.
