Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Meade, MD. Responsibilities Contributes in making use of models and other mathematical/statistical methods for quick and cost-effective consideration of large numbers of alternatives and alteration of variables to assess outcomes given various program funding profiles. Works with technical/functional SMEs in broad-based analyses required to define and document the Command's inputs for long-range, strategic fiscal planning processes. Takes the broadly-defined guidance received from higher echelons, and assists in the issuance of Command-level policy and guidance for formulation of cyberspace program budgets with focus on cyber capabilities. Contributes in making use of models and other mathematical/statistical methods for quick and cost-effective consideration of large numbers of alternatives and alteration of variables to assess outcomes given various program funding profiles. Uses standard analytical methodologies, including but not limited to mathematical/statistical models and methods to ensure results are consistent and valid. In addition to generating these reports of a recurring nature, also supports team members and technical functional SMEs in performing broad-based analyses of program expenditures to quantify progress against fiscal and performance milestones Assesses resourcing impacts with focus on defensive cyber capabilities such as sensors, joint cyber hunt kits, enhanced sensing, and data to include commercial procured. To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) utilizing analysis findings and input from internal stakeholders for the development of long-range or fiscal business planning; 2) developing statistical/mathematical models to determine cost-effective solutions to funding problems; 3) performing administrative and analytical duties in the formulation and presentation of budget or program estimates. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information If you are a current federal career/career-conditional employee, you will be placed on an excepted appointment. Salary includes applicable locality pay or Local Market Supplement. Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.
