Summary The incumbent serves as Senior Analyst in the Records Management Service, within the Office of Compliance, Risk, and Remediation (CRR). The incumbent is responsible for accomplishing the work of the organization through the staff Project Coordinators and project managers. Responsibilities OIT Mission: The mission of the Office of Information and Technology (OIT) is to collaborate with our business partners to create the best experience for all Veterans. Major Duties: Coordinates and/or responds to FOIA requests within OIT Review and assigns FOIA requests to the appropriate service and provides assistance and advice on which FOIA exemptions to use, whether any information should be redacted from the response and/or whether to deny the request. Prepares Department-wide responses to Congress members regarding veteran information and any solicitation for veteran information. Review requests and makes determination on how responses should be prepared and coordinated. Ensures that the Publications Index (electronic file of directives, handbooks, and notices including department administrative issues) on WEB is efficiently maintained. Assists in the maintenance of the VA's Electronic Reading Room and providing direction to technical personnel at the Austin Automation Center. Provides guidance to Publications Control Officers regarding access to the Automated Distribution System (ADS). Chairs the Department's Data Integration Board, including scheduling meetings, providing summaries of computer matching agreements to DIB members and preparing and distributing copies of the minutes of the DIB meetings. Provides leadership and direction to staff team members in support of the above programs. Provides guidance to ensure that the review and edit all directives, handbooks, and notices prepared by (005) staff is efficient and effective. Ensures that training is provided to Department personnel in the use of the Directives Management System (DMS). Provides guidance in the management system to track all directives, handbooks, notices and other administrative issues through the signature and publication process. Participate in Special Project teams. Participate in meetings outside of the Department on policy issues. Provides advice, assistance, and recommendations to the ADAS for Enterprise Architecture Management on FOIA matters. Evaluates complex requests for release of veterans' names and addresses for compliance with federal laws and VA regulations. Establishes procedures, reporting requirements, and formats for monitoring the Department's administration of FOIA. Creates project specifications for special programs to extract information from VA systems. Qualifications To qualify for this position, all qualification requirements must be met by the closing date of this announcement 08/26/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Applicants must meet all requirements when a request is received to fill a vacancy. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: familiarity and knowledge of law, regulations and policies pertaining to records management. Accurately articulate and apply the knowledge when performing duties. Skilled at fostering collaboration among different departments and within diverse teams. Detail-oriented and excellent at reaching deadlines with well-developed time management skills. Ability to prioritize tasks based on deadlines, importance, and scope of assignments. Excellent written and verbal communication skills. Familiarity and experience with most standard software programs including Teams, Excel, Word, and PowerPoint. Familiarity and experience with VIEWS, VA Correspondence and Document Issues tracking tool. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
