Summary This is a public notice flyer to notify interested applicants of anticipated vacancies through the modified DoD Direct Hire Authority. Applications will not be accepted through this flyer. Responsibilities You will evaluate Naval Safety Management System and Risk Control System of major commands, ensuring proper safety policy implementation and the effective identification, communication, and accounting for risks and hazards. You will directly assess each organization’s manpower, operations, maintenance/modernization, resourcing/logistics, certification, and training processes and draft content for initial Commander’s Assessment Reports to senior leadership. You will assess programs to ensure identification and communication of risks, ensuring compliance with standards. You will collaborate with Navy and Marine Corps commands to evaluate and improve safety and risk management policies. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following:1) Understanding of the Navy's Safety/ Management System/ Risk Control System, its associated principles, purpose, and desired outcomes;2) Applying both quantitative and qualitative assessment methods, fact finding, and investigative techniques in order to provide senior leaders with information needed to make risk-informed decisions impacting their organization's ability to effectively execute its missions, functions, and/or tasks;3) Interpreting and applying laws, policies, regulations, standards, and procedures in support of assessment efforts;4) Developing and presenting findings, reports, and/or specific recommendations that support senior-level decision making, both inside and outside of the organization;5) Identifying and analyzing complex organizational and/or operational issues, assessing their relevance, and determining the accuracy of information received;6) Developing potential solutions and making timely/effective recommendations to senior leaders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education There is no educational requirement or substitution for this position. Additional Information This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
