Key Responsibilities:

Budget Development and Execution: The ideal candidate will support our customer in all aspects of developing, executing, and monitoring ODNI and IC program budgets to include, but not limited to: Contribute information to and produce talking points, briefs, products, reports, and congressionally directed actions and mandated reports pertaining to budgets and financial issues.  Management Support: Candidate is responsible for planning, organizing, securing and managing resources to bring about the successful completion of specific program goals and objectives. Duties may include ensuring that all programs run within scope, time, and budget constraints.USG and IC Partner Support: May require working with USG and IC partners to include through large interagency forums and working groups.Requirement Support: Working with DNI and IC partners to ensure requirements are properly articulated and prioritized and cost estimates are comprehensive and realistic.Support Tasks: May include but are not limited to the following. This list is not all-inclusive, and topics are not listed in prioritized order:  Developing fiscal program builds and Supporting budget formulation.  Developing spend plans and tracking spending. Documenting financial commitments, obligations, and expenses. Accurately preparing and processing transactions, ensuring payments are certified. Supporting the customer in budget program execution, ensuring programs proceed within available resource constraints and consistent with programmatic goals. Producing budget reports for the customer's offices and programs, to include funding and activity summary profiles. Developing, responding to, and reviewing budget exercise submissions, ensuring submissions are rational, defensible, executable, and align with the organization's strategic goals.  Developing fiscal guidance and implementation schedules for each budget phase for the Customer's review and acceptance. Drafting responses to tasks and inquiries such as Congressionally Directed Actions and Questions for the Record, coordinating inputs with other offices or agencies as necessary. Collecting and analyzing data for financial data calls and portfolio reviews.  Tracking legislation that may impact the budget.  Performing cost reduction analysis.  Coordinating Office of Management and Budget (0MB) PASSBACK requirements, to include drafting responses for Government review. This may require coordination of drafts with IC partners.  Reviewing and evaluating IC budgets aligned to regional or functional issues.  Reviewing, evaluating, and conducting trend analysis on budgets pertaining to IC facilities, leasing, and real property management.  Ensuring projects are aligned to Intelligence Planning, Programming, Budget and Evaluation (IPPBE) deadlines and milestones and that the Sponsor participates in required IPPBE processes. Developing Standard Operating Procedures. Recommending process improvements to the Sponsor on budget development and execution.  Producing cost-benefit trade-offs and investment strategies.  Recording and tracking interagency agreements for facilitating Economy Act and other financial transactions.

Required:

Security Clearance: Active TS/SCI with a polygraphEducation: Bachelor’s degree and 12-15 years of prior relevant experience or Master’s with 10-13 years of prior relevant experience.Experience: 12-15 years of relevant experience in project management support

Desired:

Education: Master’s Degree in a relevant disciplineCertification: PROJECT MANAGEMENT PROFESSIONAL (PMP) certification
