Program Analyst

**Description**
SAIC is seeking a proactive and detail-oriented Program Analyst to provide critical support to the F3016 program. This role requires strong Excel skills, a self-starter mindset, and the ability to multi-task across a high volume of procurement and finance activities. The successful candidate must have excellent problem-solving skills, attention to detail and thrive in a fast-paced environment with many moving parts. The position involves daily tracking of purchases and funding, interface with vendors and internal teams, subcontractor oversight, and support to project leadership.
**Job duties include but are not limited to:**
+ Track all purchases daily for all TI’s on F3016, including ODC procurements and travel authorizations
+ Review and approve all purchases for accuracy and compliance
+ Assist procurement buyers to ensure all purchased items meet DFARS requirement
+ Interface with vendors, corporate procurement, and government customers to ensure timely order placement and resolution of procurement issues
+ Validate and correct all PARS and PO documentation as needed
+ Track all other Direct Costs (ODC) and labor funding on F3016 TIs in coordination with the Project Controller
+ Reconcile internal figures against Project Controller (PC) data to ensure financial accuracy
+ Provide direct support to the Program Manager (PM) in addressing funding-related issues as needed
+ Monitor subcontractor funding levels weekly and send additional funding as required to ensure uninterrupted operations
+ Generate and distribute funding requests based on subcontractor burn rates
+ Track all subcontractor travel requests and verify ODC availability before approval
+ Collaborate with subcontractor program managers to ensure they have the information and resources necessary to perform
+ Address urgent subcontractor issues (“put out fires”) as they arise
+ Review and sign subcontractor timesheets, ensuring proper labor charges are recorded
+ Assist with all Travel Authorizations (TAs), ensuring accuracy of travel dates and cost estimates, track approval status and receipt of required trip reports
+ Coordinate with technical Leads and RTAs to resolve tasking and process issues
+ Ensure that Leads receive all the required monthly reports from subcontractors
**Qualifications**
**Requirements:**
+ Bachelor’s degree and 3 years of experience. Additional years of experience will be accepted in lieu of degree
+ Must possess good oral and written communications skills and be familiar with PC Microsoft 365 applications
+ Strong analytical, quantitative, and communication skills are crucial
+ Strong organizational and time management skills are needed to manage multiple tasks and deadlines
+ Basic understanding of financial principles and budgeting
+ Maintain cognizance of various program funds and provide financial information and obligation/expenditure performance graphs for senior leadership
+ Participate in budget queries and prepare financial status reports
+ Skill in gathering, assembling, and analyzing factual information, such as in accounting reports, payroll records, work reports, or inventory and supply data
+ Must be able to obtain a Secret clearance; not needed to start
+ Must be a U.S. citizen
