Program Administrator for ATP & PROMISE (CV2661-1) - Reentry Services Division Volunteers of America Delaware Valley is seeking a mission-driven Program Administrator for our Addictions Treatment Program (ATP) and PROMISE program. In this leadership role, you will oversee program operations, guide staff, and ensure clients receive high-quality treatment and rehabilitation services. Your work will strengthen our ability to support individuals living with addiction and mental health challenges, helping them build healthier futures and successfully reintegrate into the community. You’ll serve as a key link between clients, staff, and community stakeholders—ensuring programs are evidence-based, compliant, and effective in reducing recidivism. What You’ll Do: • Oversee daily operations of the ATP and PROMISE facilities, ensuring program integrity and compliance with contracts, regulations, and client rights • Provide leadership, training, and mentorship to program staff delivering addiction and mental health services • Develop and implement policies, procedures, and quality assurance measures to strengthen treatment outcomes • Supervise client assessments, service planning, group programming, and referrals to ensure care is evidence-based and tailored to individual needs • Conduct regular program evaluations, file reviews, and data collection to monitor outcomes and support research initiatives • Prepare and manage program budgets in coordination with senior leadership • Recruit, train, and support staff to ensure consistent, high-quality service delivery • Participate in community outreach, networking, and external committees to expand resources and support aftercare • Represent VOA Delaware Valley at court hearings, parole hearings, and coalition meetings as required • Maintain accurate, confidential records and submit required reports to funders and internal leadership • Carry a small, specialized caseload when necessary What You Need: • Master’s degree in a human service-related field and active licensure as a professional counselor in New Jersey • Minimum of 3 years of relevant management experience in the substance abuse and mental health field, with experience serving MICA populations • Strong knowledge of social learning theory, cognitive-behavioral interventions, assessment, and evaluation practices • Proven ability to lead, train, and mentor staff while managing complex program operations • Excellent organizational, communication, and interpersonal skills; computer proficiency required • Ability to work flexible hours, including some evenings and weekends • Valid driver’s license and ability to meet VOA Delaware Valley driver standards • Must pass a criminal background check as required by funding sources • LSI-R training/certification within 60 days of hire; certification in a core treatment curriculum within 12 months of training • Bilingual fluency is a plus Why This Role Matters: Effective treatment programs are critical in reducing recidivism and helping individuals overcome addiction and mental health challenges.
