Summary This is a National Guard Title 32 Excepted position for a PRODUCTION CONTROLLER (FLEET MANAGEMENT), Position Description Number D2421000, and is part of the 169 LRS, South Carolina Air National Guard. Responsibilities This position is located in an Air National Guard (ANG), Mission Support Group, Logistics Readiness Squadron, Vehicle Management. The primary purpose of this position is to serve as the Vehicle Fleet Manager for host and subordinate units; ensuring the efficient and effective utilization and maintenance of vehicles and equipment (i.e., refueling vehicles, fire trucks, materiel handling equipment, de-icing, snow removal, aircraft towing, tactical, construction equipment, and DOMOPS vehicles). Incumbent performs preliminary planning, long term scheduling, managing maintenance production, and conducting analysis. Analyzes and reviews reports and statistical data from subordinate functions and other sources for the purpose of evaluating overall maintenance program status or identifying exception, trend, or problems areas. Requirements Conditions of Employment Qualifications THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION OPEN TO THE FOLLOWING AREA OF CONSIDERATION (AOC): 1 Only Area 1: Current Permanent On-Board dual status technicians employed with the SC Air National Guard. (Does not include temporary and indefinite technicians). Area 2: Current military members of the SC Air National Guard. Area 3: Current nationwide Air National Guard military members, AF Reserve military members, and RegAF. (Must be willing to transfer to the SC Air National Guard), US citizens eligible for immediate membership in the SC Air National Guard. MILITARY REQUIREMENTS: This is an excepted service position that requires membership in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. Military Grades: TSgt/E6, MSgt/E7??????? MINIMUM EXPERIENCE REQUIREMENTS: Experience, education or training which indicates the candidate can reason in quantitative terms, communicate orally and in writing in a clear and concise manner, understanding the terminology and data pertaining to repair operations and process characteristics of the production activity. SPECIALIZED EXPERIENCE REQUIREMENTS: Must have at least 24 months experience, education or training preparing job or work orders; scheduling various phases of projects into the production facility; following up to see if work is progressing as planned and arranging for adjustments in materials, machine processes, and work sequencing allowing for changes. Experience with current automation support programs to input data, provide status of equipment, and monitor job order status, monitor work priorities, requisition repair parts, track repair parts status, etc. CONDITIONS OF EMPLOYMENT & NOTES: 1. Must be able to obtain and maintain the appropriate security clearance of the position. 2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. Education Substitution of Education for Specialized Experience - Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for GS-4 positions. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-5 positions.
