Procurement Manager- Defense and Optronics

Position Summary
The Procurement Manager is responsible for sourcing activity, tactical purchasing, process & tool management, and category management.
The role supports three regional entities - Thales Canada Defense & Security (TCDS), Thales Optronics Canada (TOCA) and Thales Digital Systems (TDS).
Regulatory Compliance Requirements
All applicants must be legally able to work in Canada and able to obtain a Canadian NATO Secret clearance and meet the eligibility requirements outlined in the Canadian Controlled Goods Registration Program and ITAR.
Key Areas of Responsibility
Position reports to the Vice President of Procurement – Americas
Will lead procurements under his/her responsibility while deploying consistent sourcing strategies to align with global strategies, group policies, business entity needs, and regional rules/regulations/compliance.
Deploy common processes and tools to enable regional execution meeting budgetary, timing, and quality needs.
Resource management for the local Procurement team.
Expected to manage complex challenges of varying degrees of difficulty with cultural and geographic sensitivities
Engage with, and solicit support from, the regional Procurement team:
Category Management to ensure coherence of procurement strategies;
Supplier Performance Management to address Supplier performance issues;
Process & Tools to deploy common processes and tools to support Procurement execution within the region; and
Tactical Procurement to align on best practices and advance the use of the Procurement Shared Service Center
Support all sourcing needs for TCDS and TOCA
Establish, communicate and drive annual objectives and targets for their perimeter based on business needs
Contribute to Thales’ strong financial position by supporting cost savings initiatives for bids and projects and positively influencing cash flow
Minimum Qualifications
Bachelor degree or diploma in a relevant field of study from a recognized University or College or, in lieu of a degree, 6 years of relevant commination of experience and/ or education of as equivalency
Minimum 9 years of sourcing activity, tactical purchasing, process & tool management, and category management
Recognized track record of success in a similar role in a Defense/ Technology (technical) business or market
Demonstrated experience successfully leading teams
Proven experience and ability to understand and execute contract terms & conditions within a large, complex, multi-national corporation
Project management - planning, time management, problem solving, communication and teamwork;
A minimum of 3 years of experience establishing, communicating and driving annual objectives and targets for their perimeter based on business needs
Superior interpersonal skills - ability to excel working in cross-functional teams
Ability to prioritize tasks while meeting deadlines in a high-pressure environment

The reference Total Target Compensation(TTC) market range for this position, inclusive of annual base salary and the variable compensation target, is between
Total Target Cash (TTC): 92,729.25 - 123,639.00 - 158,713.50 CAD AnnualThis reflects how companies in a similar industry and geographic region generally pay for similar jobs. This range helps the Company make pay decisions as one data point among many. Where a position falls within this range is also dependent on other factors including – but not limited to – the employee’s career path history, competencies, skills, and performance, as well as the company’s annual salary budget, the customer’s program requirements, and the company’s internal equity.
