The PositionSummary
Roche Diagnostics Japan is seeking a highly motivated Procurement and Facility Manager to oversee activities across our offices in Japan. This role is pivotal to establish an overall Japan procurement/facility vision and to ensure efficient, cost-effective and compliant operations. The right candidate will be able to establish an overall strategic planning for the function, demonstrate effective team leadership while leveraging strong negotiations skills.
Key Responsibilities:1. Procurement Management:
Build strategic view to fit procurement function to business needs: plan, organize, and optimize the end-to-end procurement function in accordance with local Procurement SOP. Establish long term vision & strategy for the procurement function and propose optimization plan.Supplier Relationship & Risk Management: Evaluate and engage potential suppliers for long-term partnerships, proactively identify and provide alternate sources to minimize supply risk, and ensure continuous monitoring and improvement of vendor performance.Cost Optimization & Compliance: Continuously seek more economical and/or alternate sources of supply without compromising quality. Generate and record targeted savings based on the strategic plan.Operational Liaison & Administration: Collaborate closely with the Shared Service Center (RSS) for seamless procurement operations, including accurate vendor onboarding, Purchase Order creation, and payment clearance.2. Facility Management:
Establish overall strategy and vision of Roche office management in Japan. Establish a long term plan to satisfy business needs while constantly looking at optimization of the working space.Real Estate Strategy & Execution: lead the annual evaluation of real estate needs. Develop comprehensive renewal and change plans where and when necessary. Support the global real estate approval process, including new leases, renewals, expansions, and disposals. Communicate effectively with real estate consultants and landlords to support real estate projects.Facility Management: operations & maintenance: lead the update and maintenance of facility management Standard Operating Procedures (SOPs). Manage the coordination and scheduling of all maintenance activities. Oversee office layout changes, ensuring coordination with minimal disruption.Company Periodical events: supervise the organization of key events for employees within Roche facilities (Head Office).Workplace Innovation: Drive the adoption, introduction, and optimization of new concepts/ideas for workplace strategies. Work closely with the IT department to implement technological improvements and streamline ways of working.3. Leadership & General Responsibilities:
Team Leadership & Development: Supervise 4 team members (2 procurements specialists and 2 facility specialists), prioritize and assign tasks to ensure effective resource utilization and the achievement of work schedules and targets. Demonstrate effective people leadership and dedication to team member’s career development.Proactive and agile leader with high energy, able to drive team efforts, streamline work operations and build efficient communication with other departments.Ensure consistency of Japan local strategy with Roche global direction: Liaise with global teams to communicate Japan challenges and find solutions. Bridge global Roche strategy with local operations.Qualifications and skills1. Qualification and work experience:
University Degree (Bachelor or Masters).Previous experience (8-10+ years) in a similar role.Native Level of Japanese and business level of English.2. Skills:
Solid team management experience. Ability to create team dynamic and focused on career developments. Team player and fosters information sharing.Solid understanding of procurement practices, standards, and guidelines. Medical equipment knowledge is an advantage, not a must.High energy level, driven by positive enthusiasm and a pragmatic approach.Ability to multi-tasking and workload prioritization.Strong negotiation skills.
