SSO is committed to a diverse workforce, which is a reflection of our clients and the people they serve. **Principal Healthcare Data Specialist 1 - Albany, NY** **Division of Eligibility & Marketplace Integration (DEMI)** **Upstate Eligibility Systems** The incumbent will work with the Upstate Eligibility Systems group as part of a team responsible for implementing the Medicaid policy/legislative changes to the Welfare Management System (WMS), the transition of populations out of WMS, developing the Medicaid Eligibility and Client Management (MECM) System, ongoing development/maintenance of NYS of Health (NYSOH), and the support of continuous improvement activities. The incumbent will assist with the following activities: + Create and implement user acceptance and regression testing for the MECM implementation; + Apply knowledge and experience of Medicaid regulations, program policy, current system design and integration with other systems to changes for all systems within the purview of the bureau; + Review and assist in development of system user requirements; + Create documentation to support projects and reflect organizational change; + Research, propose, and test systems solutions to identified user and systems issues; + Analyze and generate reports for internal and external customers; + Assist in defining process improvement through the identification of policy, process and systems gaps; + Provide written documentation as required using department forms and processes; + Create ad hoc reporting utilizing available reporting tools; + Apply knowledge and experience of Medicaid regulations and program policy to system design and associated business processes; + Coordinate project activities and the resolution of action items for multiple stakeholder groups. **Basic Qualifications:** + 8 years of experience with managing, administering, or reporting on data **Desired Characteristics:** Candidates will have professional experience in public health insurance programs, including New York’s Medicaid, Medicare and/or Child Health Plus. Candidates will also have excellent verbal and written communication skills; strong analytical skills and attention to detail; strong organizational skills; proficiency in Microsoft Office (Word, Excel, Access); the ability to work well independently and as part of a team, and to manage multiple priorities in order to meet deadlines; and experience using electronic data systems, such as eMedNY and NYSOH Back Office.
