The Preparedness Program Manager plays a critical role in enhancing community resilience by overseeing and managing a suite of federal and state grant programs focused on emergency preparedness and homeland security. This position oversees the full lifecycle of grant activities – from strategic planning and application development to compliance monitoring and performance evaluation. The preparedness suite of grants include: n Emergency Management Performance Grant n Hazardous Material Emergency Preparedness Grant n State Homeland Security Grant n Operation Stonegarden Grant n Non-profit Security Grant n State and Local Cybersecurity Grant This position ensures stakeholder collaboration is strengthened through the facilitation of training and workshops, establishing workgroups for the effective use of funds, and liaison between local, state, and federal partners. The Preparedness Program Manager advises the division leadership on all preparedness program matters, manages grant application development, implementation, and reporting requirements. This position also works with Federal counterparts to ensure that the Preparedness Program is effective in meeting the needs of applicants and ensures that the program is operating in compliance with all laws, regulations, and policies. This position assists in developing and delivering guidance and training for state and local officials related to the preparedness program. This position is responsible for supervising staff. *Duties involve:* * Management and oversite of grant programs * Administer awarded grants, including budget and performance * Ensure compliance with all grant requirements including state and federal regulations * Coordinate with internal and external partners for program development * Conduct programmatic reporting * Analyze program data to assess impact and inform future funding strategies * Maintain accurate records of grant activities * Support the development of state and local emergency management programs * Provide technical assistance and training to subrecipients and partners. * Provide support to the State Emergency Coordination Center as needed. * Research new methods, resources, techniques, and strategies to enhance the preparedness program. * Supervision: Budgeting, staff supervision, performance evaluations *Minimum Qualifications:* * Bachelor’s degree in emergency management, public administration, or related field. * Four years of professional work experience in emergency management or grant management. * Alternative combinations of education and experience may be considered on a case-by-case basis. *Knowledge, Skills, and Abilities:* * Knowledge of emergency management principles and practices. * Knowledge of the principles and practices of emergency management, including the National Incident Management System (NIMS) and the Incident Command System (ICS). * Ability to communicate effectively both orally and in writing with diverse audiences. * Ability to work independently and as part of a team. * Experience supervising others and managing teams is preferred This is a full-time position with a competitive salary and benefits package. The location of the position is in Fort Harrison, Montana, however, telework is negotiable after completion of a probationary period. You will report to the Preparedness Bureau Chief.
