Description of Job
Starting Salary Range: $100,000.16 - $110,000.02 Annually
*This position is eligible for a hybrid and/or remote working arrangement. Hybrid positions are expected to be present at the office location for no less than one day per work week.

The Policy Advisor, Building Decarbonization will help develop and work on the implementation of cutting edge building policy to reduce GHG emission in Colorado. This role will lead implementation of House Bill 22-1362 which created requirements to adopt the most recent International Energy Conservation Code (IECC) in new buildings and also created an Energy Codes Board, composed of a wide cross-section of stakeholders, to develop model low energy codes for Colorado. This position will also support strategic policy development and alignment across building energy codes, Building Performance Colorado and building performance standards, building electrification policies, embodied carbon policies, and other building energy and emissions-related policies, and will support efforts to secure and implement federal funding for building code adoption and implementation.
Responsibilities:
+ Lead CEO’s research, design, and development of building code policy.
+ Direct CEO implementation of the State’s building code statutes, including facilitating the energy code board
+ Work with CEO team to draft legislation on building decarbonization policy
+ Direct development of strategic policies for the alignment and advancement of building energy codes, building performance standards, building electrification, and other building decarbonization policies
+ Coordinate building decarbonization policy approaches across CEO
+ Collaboratively manage external relationships with program clients, private sector partners, and other external influencers including representing CEO in building, utility, or other stakeholder group meetings
+ Represent CEO in collaborative national building decarbonization policy development and advancement efforts
+ Work with local jurisdiction to support adoption of advanced buildings codes
+ Oversee budgets for implementation for CEO’s work to support statewide code adoption and implementation
+ Help develop, monitor, and report on progress toward program operational measures and goals
+ Supervise building code program management team members, providing work plans and facilitating strategic goal setting
+ Oversee program administration responsibilities including procurement, vendor or grantee invoicing and reporting, and budget management
+ Support the development scopes of work for external contractors to help implement CEOs building codes training programs
+ Maintain all records related to contracts for outside vendors engaged in writing reports for CEO in appropriate format and locations
+ Update activities on project management site and participate in team calls
+ Work with CEO communications staff to prepare collateral resources that support advancement of building decarbonization policies across Colorado including newsletters, presentations, networking, and collaboration with internal and external resources.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications:
+ 5-7 years of professional experience or a bachelor’s degree in a related field and 1 year of professional experience.
+ Knowledge of building codes, building performance standards, and other building decarbonization policies
+ Experience leading complex and multifaceted stakeholder groups
+ Excellent written, oral, and presentation communication skills.
+ Highly motivated and detail oriented.
+ Strong quantitative and analytical skills.
+ Team player with excellent interpersonal, listening, and diplomacy skills to build positive relationships.
+ Demonstrates a high level of initiative and strong work ethic. Ability to work both independently and in a team environment.
+ Strong time management and organizational skills.
+ Excellent computer skills, including the Microsoft Office suite and Google suite
+ Demonstrated interest in the mission of the Colorado Energy Office.
Preferred Qualifications:
+ Knowledge about energy issues in Colorado strongly preferred
