The PMC Planning / MPO Liaison will serve within the DOT Client Program Management Contract (PMC) as a subject matter expert in transportation planning, with a specialized focus on engagement and coordination with Metropolitan Planning Organizations (MPOs) across Tennessee. This role is for a strategic planner who understands the unique needs of MPOs and can build strong relationships while guiding project teams in aligning alternatives with the Purpose and Need (P&N)—with a traffic and planning lens.

We are seeking a candidate who is collaborative, communicative, and technically strong, with the ability to represent the DOT client’s interests while fostering trust and transparency with MPO partners.

What You'll Do:

Responsible for development of the project scope and fee quotation and assists in the preparation of technical proposals and contracts in accordance with HNTB's Sophisticated Contracting Approach (SCA).Serves as the primary client liaison and manages the project team to deliver the scope, schedule, and budgets to completion and to the client’s satisfaction. Leads or actively participates in client contract scoping and negotiations.Leads and prepares design documents, technical plans, written reports on projectsImplements the firm’s project delivery plan using HNTB's Sophisticated Delivery Approach (SDA) on each project. Leads the development and the execution of the project management plan. Supervises and mentors team to overall project objectives.Responsible for/oversees project staffing, including, but not limited to; recruitment, hiring, development, retention, and succession of project staff; development of plan for project staff reporting; and support for performance and compensation reviews.Partners with Client Service Leaders and pursuit champions to assist with business development, building client relationships and pursuit efforts for mini-mega and mega projects in accordance with HNTB's Sophisticated Sales Approach (SSA). Works with the project team and marketing resources to prepare appropriate proposal and presentation materials. Leads proposal development and interview presentations for strategic, mini-mega and mega projects to the client as well as general presentations within the industry and community.May be responsible for the recruitment, hiring, development and retention of staff, including development of plan for staff reporting, performance and compensation reviews, and succession.Typically responsible for management of project team(s) for one or more strategic (<$1M) or mini-mega ($1M to <$5M) projects, or may lead and/or work as a discipline lead on a mega ($5M to < $25M) project management team.Performs other duties as assigned.

What You'll Need:

Bachelor's degree in Planning, Landscape Architecture, Urban Design, Engineering, Geology, Biology, Environmental Science, Anthropology, Archaeology, or related field and 10 years relevant experience2 years of successful management of projects

What You'll Bring:

 Serve as the primary liaison between the DOT PMC Alt D team and MPOs, ensuring consistent and effective communication and coordination.Interpret and communicate how project alternatives satisfy (or do not satisfy) the Purpose and Need, incorporating traffic analysis and planning perspectives.Able to represent DOT Client in MPO meetings, technical committees, and planning forums, advocating for alignment between state and regional transportation goals.Provide strategic planning input to support NEPA and corridor studies, long-range planning, and project development.Collaborate with environmental, traffic, and engineering teams to ensure MPO considerations are integrated into project planning and documentation.Support the development of planning deliverables, including alternatives analysis, planning-level traffic assessments, and public involvement strategies.Build and maintain strong relationships with MPO staff, local governments, and regional stakeholders.Stay current on federal and state planning regulations, funding programs, and MPO processes.

What We Prefer:

Master’s degree in Planning, Public Administration, or related field.Experience working on TDOT projects or within a PMC structure.Knowledge of Tennessee’s MPO landscape and regional transportation priorities.Experience with FHWA planning and environmental processes.American Institute of Certified Planner (AICP), Certified Environmental Professional (CEP)12 years relevant experience
