This role is responsible for coordinating environmental permitting activities across complex transportation projects, ensuring compliance with federal, state, and local regulations while maintaining project scope and schedule.
We are seeking a candidate with deep expertise in environmental sciences and consulting, who can lead permitting strategy and coordination with regulatory agencies, and who understands the technical and regulatory nuances of wetlands, streams, species surveys, and water quality assessments.

What You'll Do:
Responsible for development of the project scope and fee quotation and assists in the preparation of technical proposals and contracts in accordance with HNTB's Sophisticated Contracting Approach (SCA).Serves as the primary client liaison and manages the project team to deliver the scope, schedule, and budgets to completion and to the client’s satisfaction. Leads or actively participates in client contract scoping and negotiations.Leads and prepares design documents, technical plans, written reports on projectsImplements the firm’s project delivery plan using HNTB's Sophisticated Delivery Approach (SDA) on each project. Leads the development and the execution of the project management plan. Supervises and mentors team to overall project objectives.Responsible for/oversees project staffing, including, but not limited to; recruitment, hiring, development, retention, and succession of project staff; development of plan for project staff reporting; and support for performance and compensation reviews.Partners with Client Service Leaders and pursuit champions to assist with business development, building client relationships and pursuit efforts for mini-mega and mega projects in accordance with HNTB's Sophisticated Sales Approach (SSA). Works with the project team and marketing resources to prepare appropriate proposal and presentation materials. Leads proposal development and interview presentations for strategic, mini-mega and mega projects to the client as well as general presentations within the industry and community.May be responsible for the recruitment, hiring, development and retention of staff, including development of plan for staff reporting, performance and compensation reviews, and succession.Typically responsible for management of project team(s) for one or more strategic (<$1M) or mini-mega ($1M to <$5M) projects, or may lead and/or work as a discipline lead on a mega ($5M to < $25M) project management team.Performs other duties as assigned.What You'll Need:
Bachelor's degree in Planning, Landscape Architecture, Urban Design, Engineering, Geology, Biology, Environmental Science, Anthropology, Archaeology, or related field and 10 years relevant experience2 years of successful management of projectsWhat You'll Bring:
Lead and manage environmental permitting efforts for DOT projects, focusing on Section 404/408, US Coast Guard, TDEQ, and TVA requirements.Conduct and oversee field investigations including wetland and stream delineations, habitat assessments, threatened and endangered species surveys, aquatic species surveys, and water quality assessments.Coordinate with regulatory agencies, including FHWA, USACE, SHOPO, USFWS, NMFS, TVA, TDEC, and local <agencies environmental stakeholders.Review roadway and utility plans, ecological, hydraulic, and geotechnical data to confirm impacts to jurisdictional waters are avoided or minimized.Prepare and submit water quality permit applications, including mitigation strategies when impacts are unavoidable.Support permit modifications and compliance tracking throughout project development and construction.Collaborate with Client DOT’s Environmental Division, Design, Construction, Right-of-Way, and Maintenance teams to ensure constructability and regulatory alignment.Maintain up-to-date knowledge of federal and state environmental regulations, including the Clean Water Act, Tennessee Water Quality Control Act, and TVA Act of 1933.What We Prefer:
Master’s degree in Environmental Science or related field.Familiarity with TDOT’s Environmental Permits Section and permitting proceduresExperience working within a PMC structure or on TDOT projects.Certifications such as Certified Environmental Professional (CEP) or similar.12 years relevant experienceAdditional Information
