Summary This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, ARTs are required to maintain their active membership in the AF Reserve unit where assigned. ARTs receive on average one weekend of military training per month. Responsibilities The primary purpose of this position is: as an Air Reserve Technician (ART), to develop and implement aircraft maintenance work plans and schedules to ensure the effective and efficient accomplishment of required maintenance and coordination in support of unit operational flight scheduling. Additionally, provides training to reservist in the accomplishment of the tasks set forth herein. Duties: Performs duties for Numbered Air Force (NAF) development and management of the Air Force Reserve Readiness Reporting Program. Implements HQ AFRC Readiness Reporting training programs to ensure NAF staff, wing readiness managers and unit monitors and commanders, are trained and proficient on readiness reporting policies and procedures. Works as liaison between headquarters' readiness office and wing readiness program managers. Works as liaison between headquarters' command center, 1C3 functional office and wing/group command and control (C2) program managers. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. SPECIALIZED EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: comprehensive knowledge of readiness database systems and tools especially as they apply to war/contingency/mobility planning and execution operations concept, principles, directives and methodology. Skill in applying analytical and evaluative methods and techniques to gather, analyze, and evaluate plans, program management, communications, and information engineering throughout various organizational structures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. OR EDUCATION: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of readiness program objectives, governing directives and related methods and procedures. Knowledge of force requirements, resources, and capabilities to identify, gather, and analyze operational readiness data. Knowledge and skill in applying analytical and evaluative methods and techniques and skill in applying those techniques when conducting studies of program operations. Ability to gather, assemble, and analyze program information, draws conclusions, and devises solutions to problems. Ability to communicate effectively, both orally and in writing, and to maintain effective working relations. Knowledge of security directives, methods and procedures related to safeguarding classified data. OTHER SIGNIFICANT FACTS: This is an Air Reserve Technician (ART) enlisted position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow the incumbent to fully participate in unit Training Assemblies (UTAs). The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities. May be required to fly in commercial or military aircraft for performance of TDY. Must be able to obtain and retain Top Secret (TS/SCI) security clearance. Position works in a high stress environment, requiring rapid response decisions. This is a drug testing position. The incumbent is subject to random testing for drug use. IAW DoDI 3020-42 this position has been locally or command designate as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency.
