The position plays a central role in managing zoning, design review, historic preservation, and comprehensive planning activities that shape the city’s built environment and quality of life. This is a leadership position for someone who values public service and is ready to help guide one of the country’s most vibrant and rapidly growing communities In this role, you will direct and oversee professional, technical and administrative work for zoning, design review, historic preservation, development services, and comprehensive planning. Directs implementation of the Comprehensive Plan supporting the city's growth and development strategies. Oversees and provides strategic direction regarding the Planning Division’s role in guiding planning decisions made by commissions, the hearing examiner, mayor, and council. Guides the Planning Division’s participation in regional committees which develop demographic forecasts, transportation plans and other special studies. This position works under administrative direction. This position is designated as At-Will. Essential Functions Supervises the work of professional, management, technical and/or other employees of a clearly delineated division or exercises independent authority over a critical function with citywide impact directly or through subordinate supervisors to ensure adequate resources are available for staff to perform their duties; ensures that assigned operations and activities comply with organization goals and objectives; and directs actions and results of major processes and programs and maintains controlling budget authority. Manages professional, technical, and supervisory staff to ensure the delivery of high-quality planning services that align with citywide priorities and regulatory frameworks. Exercises independent authority over critical planning functions and initiatives, including directing staff to complete updates to the comprehensive plan and development of zoning code amendments. Allocates resources to support effective project execution and equitable community outcomes. Leads and directs public engagement processes, collaborates with internal and external stakeholders, and ensures compliance with applicable laws, policies, and planning objectives. Serves as the city’s liaison to external agencies, jurisdictions, and stakeholder groups on planning, legislative, and policy matters. Reviews and coordinates responses to regional issues, advises city leadership, and represents the city on various boards and committees. Provides strategic leadership in the oversight and coordination of zoning, design review, historic preservation, development services, and comprehensive planning, including subdivision and zoning applications, from pre-application through final construction. Oversees the development, interpretation, and amendment of municipal ordinances to align with evolving community goals, legal requirements, and best practices. Establishes and refines internal processes to ensure effective application intake, assignment of appropriate review bodies, scheduling of public hearings, exception handling, and long-term record maintenance. Ensures departmental practices promote transparency, consistency, and alignment with the city's comprehensive plan and development policies. Oversees and participates in the development, administration and responsibility of the annual budget. Oversees and guides the development and amendment of the city’s comprehensive plan, including the review and approval of staff reports, policy recommendations, proposed text changes, maps, and supporting materials. Provides strategic direction for public engagement efforts. Ensures organizational compliance with statutory requirements and maintains oversight of documentation and records management to support transparency and accountability in long-range planning efforts. Nothing in this job description restricts management's right to assign or reassign duties and responsibilities to this position at any time Requirements Required Knowledge, Experience, And Training Bachelor’s degree in urban or city planning, transportation planning, environmental planning, architecture, engineering, public or business administration or related field, and fifteen years of progressively responsible experience in areas of land use entitlement process, transportation planning, urban planning and design, redevelopment, economic development or zoning, and six years in a management or supervisory capacity; or an equivalent combination of education and/or experience. Advanced knowledge of: principles, standards, practices and information sources of urban/comprehensive/long-range planning, design, transportation planning, environmental planning, economic development, and land use; laws, codes and other regulations pertinent to planning, zoning and community development; principles and practices of program and project management, including developing project schedules, work plans, and budget preparation and administration; research methodology and statistical analysis techniques and formulae relevant to the planning process; computer use and software applications related to the work; terminology, symbols, methods, techniques, instruments and sources of information used in planning; principles and practices of public administration, including purchasing, contracting and maintenance of public records; principles and practices of public outreach and involvement; principles and practices of effective management and supervision.; intergovernmental relations including coordination with highway districts and metropolitan planning organizations and; grant application and management Ability to: manage large, complex and politically sensitive projects and contracts including budgets, schedules, and quality of work product; translate goals and objectives into workable plans, programs, and activities; recognize and analyze potential environmental and policy impacts, develop planning policies, and implementation strategies; perform complex technical research and analysis of planning issues or problems, evaluating alternatives and recommending or adopting effective courses of action; understand, interpret, explain, and apply federal, state, regional, and local law, regulations, policies, procedures, and standards, and planning principles and practices to complex, specialized, and diverse planning processes[CR1]; lead professional and technical personnel on projects and provide technical advice to subordinate personnel in solving difficult assignments; persuade, negotiate, and develop alternatives and resolve conflict among competing interests; effectively represent the department and the city in meetings with governmental agencies, community groups, and various businesses, professional, and regulatory organizations and in meetings with individuals; communicate clearly and concisely, verbally, and in writing; make presentations before large and small groups; prepare clear, concise, and accurate reports, correspondence, and policy documents; organize and lead meetings to facilitate public participation; understand and comply with all rules, policies, and regulations; maintain prompt and regular attendance; communicate effectively in the English language at a level necessary for efficient job performance; perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation. Individuals must be capable of operating vehicles safely and have an acceptable driving record. Preferred Knowledge, Experience, And Training Master’s degree in urban or city planning, transportation planning, environmental planning, architecture, engineering, public administration, or a related field, and twenty years of professional planning experience including eight or more years in a supervisory capacity. Experience in working with governmental or private non-profit boards or commissions. Certification from American Institute of Certified Planners (AICP). Licensing And Other Requirements Valid state-issued driver's license.
