We are working with a Major Oil & Gas operator to source a Planning Specialist. This is a long-term contract role. Please see details below.
Title: Planning Specialist
Start Date: ASAP (typically within 1 month notice)
Location: Qatar (Onshore)
Working Schedule: 6 days per week / 10 hours per day
--Experience Required—
Key Job Accountabilities
• Develop planning and scheduling management guidance; provide advice on planning and scheduling estimate development, resources loading, progress measurement / S-curves, schedule risk analysis, schedule forecasting and reporting and project data benchmarking to ensure effective processes are utilised.
• Develop and maintain a project cost and schedule benchmarking information database to support Project Management Teams in estimating and forecasting cost and schedule. This benchmark data includes, schedule data (activity duration, resource level, schedule structure, productivity, weather impact, etc), cost data (unit price, manpower rates, quantity, etc) and other project data (engineering deliverables, procurement reports, etc).
• Analyse schedule estimates and assumptions to ensure reasonableness of schedule estimate and confirm accuracy. Schedule data includes activity logic, sequence, critical path, schedule constraints, schedule integration and interface, as provided by the Project Management Team.
• Provide guidance to the project team on project control related matters such as cost estimating and forecasting, support funding requirements, EPC progress verification / validation, change management, contract claim for schedule extension, QLMS process development, etc.). Support PMTs and other group as required by identifying and highlighting any emerging situations on potential gaps / deviations on schedule management allowing timely mitigation actions.
• Support the preparation of Instruction to Tender (ITT) document for change order form and rates, project milestones, contract master schedule, project control and schedule requirements and pricing tables as requested by PMT. Participate in ITT technical clarifications.
• Review Gate deliverables pertaining to project schedule including Schedule Basis Memorandum (SBM) and Schedule Estimate Confidence Package (ECP). Ensure accuracy of the produced project schedule meeting the schedule classifications for each Gate (Levels I-IV).Review FEED Contractor’s schedule and conditioning in compliance with Company’s practices.
• Identify opportunities to standardize planning and scheduling processes and procedures within, recommending solutions for schedule issues to ensure objectives are achieved.
• Review project control and schedule related processes and procedures, recommending improvements based on lessons learned and ensure related initiatives, procedures and activities are understood and followed by PMTs personnel.
• Participate in corporate governance activities such as Gate reviews, Independent Project Reviews(IPR), Cold Eye Review (CER), Constructability Reviews (CRR) and internal audits as Schedule Subject Matter Expert.

• Bachelor’s degree in Business, Accounting, Commercial, Marketing, Sciences, Engineering, Project Management, Supply Chain Management, Law, Communication, Technologies, Mathematics, Computer Science and Statistics.
Knowledge and Key Skills
• 8 years’ experience in planning , cost management, supporting cost tracking and schedule control.
