Planning Engineer
Job Requirements

Key Responsibilities: 

 

Scope Development & Integration

Collaborate with Maintenance, Operations, Engineering, Projects, and Integrity teams to define, validate, and freeze Turnaround (TAR) scope.

Facilitate risk-based scope prioritization to ensure alignment with production targets and asset integrity requirements.

Integrate TAR scope with planned maintenance, project, and inspection activities to maximize efficiency and avoid duplication.

Support constructability, feasibility, and readiness reviews throughout the scope development process.

Manage scope changes through a formal Management of Change (MOC) process.

 

Work Pack Development

Coordinate a team of multi-disciplinary engineers (Mechanical, Electrical, Instrumentation, Rotating) in preparing comprehensive discipline-specific job packs.

Ensure work packs include detailed job procedures, risk assessments, isolation plans, tools, materials, resource requirements, and technical drawings.

Conduct field readiness checks and validates that materials and documentation meet BP’s technical standards, safety protocols, and quality requirements.

Maintain control over revisions and documentation through strict adherence to document control procedures.

 

Planning & Scheduling

Develop Work Breakdown Structure (WBS), define network logic, and establish critical paths for TAR using Primavera P6 /SAP.

Create and maintain Level 1 to Level 5 TAR schedules in alignment with BP’s planning procedures and Integrated Activity Plan.

Perform resource loading, leveling, and optimization of manpower and equipment usage.

Coordinate planning inputs from all disciplines and ensure logical sequencing of Workfront.

Monitor planning KPIs such as Schedule Performance Index (SPI), Cost Performance Index (CPI), and Earned Value metrics.

 

Procurement & Logistics

Collaborate with Procurement and Contracts teams to ensure timely acquisition of long-lead items, materials, and contractor services.

Track PR/PO status, coordinate delivery of critical spares, and monitor subcontractor performance.

Identify and secure critical equipment and resources such as cranes, scaffolding, tools, and temporary facilities.

Track procurement and logistics milestones to ensure TAR readiness.

 

Risk & Interface Management

Conduct risk assessments and develop mitigation strategies for planning and execution phases.

Resolve interface issues across Maintenance, Operations, HSE, QA/QC, Projects, and external contractors.

Ensure alignment of all stakeholders on risk controls, Workfront access, and contingency measures.

 

Coordination & Governance

Engage with TAR stakeholders, planning, logistics, procurement, QA/QC, HSE, and construction teams.

Chair scope freeze and work pack readiness reviews; flag scope changes and initiate MOC processes as required.

Track procurement and logistics milestones to ensure materials and services are available on time.

Ensure compliance with planning procedures and TAR readiness criteria.

 

Execution Support

Support TAR execution by monitoring progress, resource deployment, and schedule adherence.

Lead daily coordination meetings, report progress against plan, and track critical path deviations.

Provide real-time updates, lookaheads, and recovery plans to support timely decision-making.

Escalate delays, resource constraints, or safety concerns to TAR leadership.

 

Reporting & Continuous Improvement

Prepare and submit daily, weekly, and monthly TAR performance reports and dashboards.

Monitor and report KPIs, variances, and forecast trends during planning and execution phases.

Facilitate lessons learned workshops and contribute to the TAR close-out report.

Archive planning documentation, schedules, and work packs for audit and future reference.



Work Experience

15 years of experience in oil & gas, with 5+ years in TAR planning and work pack development

Bachelor’s in mechanical, Electrical, Instrumentation, or equivalent engineering discipline

Experience with major operators , both onshore and offshore

Fluent in English, with strong report writing and technical coordination abilities

Strong knowledge of TAR/shutdown planning and execution in oil & gas environments.Expertise in Primavera P6, SAP PM, CMMS, and work pack management systems.Proficient in interpreting P&IDs, isometrics, and engineering drawings.Familiarity with international codes and standards (e.g., ASME, API, IEC).Multi-disciplinary understanding: Mechanical, E&I, Rotating, and Civil/Structural.Excellent communication, coordination, and stakeholder management skills.
