Position Description
Thie Nashville Department of Transportation and Multimodal Infrastructure (NDOT) is seeking a Planner 3 to lead key planning initiatives in support of delivering the Choose How You Move (CHYM) Transportation Improvement Program. This position leads the development of corridor plans and technical studies, creates foundational policy documents and guidelines, and provides technical leadership throughout the project delivery process. Responsibilities include preparing project charters, managing projects through the planning phase as outlined in NDOT’s Complete Streets Implementation Guide, and supporting design and construction teams as projects move toward implementation. Performs other duties as assigned.
The Department of Transportation and Multimodal Infrastructure delivers a range of services, and the nearly 400 employees work around the clock to ensure a multimodal system that offers choice and better connects neighborhoods, residents, businesses and visitors to the place that they need and want to go to in a safe manner. These employees are responsible for over 2,200 miles of public roadways and rights-of-way, over 6,000 streets, over 300 bridges, 835 traffic signals and over 1,200 miles of bike/sidewalk lanes and much more. Big events in Nashville consist of CMA Festival, Stanley Cup Finals, Titans games, and any number of special events. These require big preparation and big clean-up, and the Nashville Department of Transportation employees are up for the challenge.
Typical Duties
+ Serves as project manager or task leader for developing corridor plans, technical studies, policies, and guidelines.
+ Prepares project charters and leads projects through the planning phase; provides technical support as projects advance through design and construction.
+ Oversees consultant performance and ensures projects are delivered on time, within scope, and within budget.
+ Supports project delivery, programming, and public engagement activities.
+ Assists in the preparation and review of CHYM budgets.
+ Interprets and applies local, state, and federal regulations affecting CHYM projects.
+ Provides technical input for grant applications for state and federal funding opportunities.
+ Represents NDOT and presents CHYM project information at public meetings, forums, and with local agencies, stakeholders, and partners.
+ Advocates for complete streets and supports coordination around transit village development.
+ Develops documentation for Requests for Proposals (RFPs) and participates in consultant selection.
+ Performs other related duties as assigned.
Minimum Qualifications
Bachelor's Degree from an accredited college or university and six (6) years of planning experience
OR
Master's Degree in Planning or related field from an accredited college or university and four (4) years of planning experience

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.
Preferred Experience, Knowledge, Skills, and Abilities
+ Knowledge on the principles, practices, and trends in community and urban planning, transportation planning, and urban design
+ Knowledge of federal, state, and local regulations pertaining to transportation planning and capital project development and delivery
+ Ability to prepare and implement plans and projects for a large city or municipality
+ Experience with successfully managing planning projects.
