Physician (Chief of Imaging Service)
Summary The W.G. Bill Hefner VA Medical Center is seeking a Radiologist to serve as the Chief of the Imaging Service. The Chief has full responsibility for clinical practice, program management, education, human resource management and supervision, and organizational stewardship. The incumbent supervises employees assigned to the Salisbury VA Health Care System (SVAHCS), which includes the Salisbury VAMC, Charlotte CBOC, Charlotte Health Care Center, and the Kernersville Health Care Center. Responsibilities The Chief of Imaging coordinates and directs all administrative and clinical aspects, including providing clinical supervision for interdisciplinary staffing, work assignments, budget, treatment services provided, and implementing policies and procedures that promote quality of care. In the clinical realm, the physician will serve as clinical diagnostic and/or interventional radiologist by providing interpretive, interventional, and patient care services within the scope of general radiology. The Incumbent should be skilled in interpretation of all radiology imaging modalities and assigned non-vascular interventional cases (e.g., biopsies, drainages, lumbar punctures). Section Chief duties include but are not limited to the following: Serves as the liaison to other services and facilities by advising of specific clinical or administrative issues Serves as a consultant, mentor, and advisor to subordinates, peers and administration Ensuring technical program development, management and evaluation Develops and monitors Functional Statements, and organizational charts, staffing levels, and labor mapping Identifies and prioritizes the training needs of Imaging staff Ensures personnel management that includes resolving employee complaints, grievances, or other related matters within the context of the union contract, local policy, and appropriate personnel policies, procedures, and requirements Reviews applications, interviews applicants and selects, or concurs in the selection of, the best qualified staff available to fill vacancies Performance management and improvement of Imaging Service employees. Ensures job-related injuries are documented and processed Establish work schedules, tours of duty, and time and attendance policies Ensures succession planning by providing direct mentoring of Imaging leaders and ensuring mentorship for staff Provide or ensure high quality clinical training and supervision to staff and radiology students Directs the clinical services offered by the programs to ensure that the programs are in compliance with all VHA and Joint Commission standards Develops and implements local policies and procedures to include performance improvement, patient safety, utilization review, emergency preparedness, staff safety, and implementation of National Patient Safety Goals Identifies requirements to be expressed in medical facility written policies and procedures, and drafts Participates in task forces, formal committees, and other activities to assist medical facility management in attaining goals Establish and maintain an effective reporting system that includes the preparation and review of all periodic and locally required reports Possess computer skills necessary to work with advanced PACs and voice recognition systems Establish imaging protocols, review imaging requests, ensure appropriate preps and medication are ordered, provide technical oversight and feedback and ensure the overall safety of patients including oversight of contrast administration and response to adverse patient reactions Responsible for timely interpretation and communication of imaging results Participate in clinical conferences, committees, quality control /quality management including department and hospital level peer review activities Participates in making major decisions affecting the basic content and character of operations (i.e. determining which program elements should be initiated, dropped, curtailed or emphasized; how many resources should be deployed; the time of curtailing, initiating, and changing program elements; basic program planning and evaluation activities; evaluation of program goals and objectives; decisions on organizational structure and delegated responsibility; measures for improving coordination among subordinates, and decisions regarding ways to substantially reduce operating costs without impairing overall operations) VA offers a comprehensive total rewards package. Qualifications To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Physical Requirements: Must pass a pre-employment physical examination in accordance with VA Directive and Handbook 5019 Education Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are: Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.] NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities.
