As a key member of the Raytheon Physical Security Leadership team, this leader will set the strategic direction for the various Physical Security teams under the guidance of the Operations and Investigation Director.  The U.S. East Region Associate Director, based out of Tewksbury, Massachusetts, will lead a team of security professionals across a matrixed and cross trained environment, overseeing the execution of comprehensive security disciplines, including Physical Security, technical security functions, proprietary security officers, contracted guards, and communications security operation centers. This leader will foster close collaboration with Raytheon Senior Leadership, senior program management, and U.S. Government leadership to address and resolve complex security challenges in support of critical national defense initiatives. Exceptional communication (written and verbal) and interpersonal skills are required to effectively brief, present, and communicate with a wide range of internal and external stakeholders.

What You Will Do

Provide leadership and direction for the Physical Security East Region team ensuring compliance with government and corporate security policies.Represent Global Security Services (GSS) as the primary security advisor within the GSS Leadership Team.Oversight of the Technical and Closed Area Security teams, Badging, Raytheon Site Protective Services Professionals, Lock and Key technicians, and contract guards across the East Region. Lead and develop a high-performing team of security professionals in a dynamic, matrixed environment.Cultivate and maintain effective working relationships with internal stakeholders, external customers, and senior leadership across multiple strategic business units.Drive innovation and continuous improvement within the security function to support evolving program needs.Interpret and implement security requirements in accordance with DoD Manual 5205.07, NISPOM, Intelligence Community Directives (ICD)s, RTX Policies, and other applicable guidance.Provide expert security guidance across all phases of the RTX Lifecycle Program Management (RLPM) from Bases of Estimates (BOEs) through contract closeout, to ensure compliance and risk mitigation.Oversee facility security operations for DoD, Special Access Program Facilities (SAPFs) and Sensitive Compartmented Information Facilities (SCIFs) in accordance with the applicable CFRs and ICD 705; collaboratively manage construction security packages, Fixed Facility Checklists (FFCs), and TEMPEST assessments.Develop, coordinate approval for, and implement program specific security documentation, including Standard Operating Procedures (SOPs) Security Addendums, Operation Security (OPSEC) Plans, Security in Depth Plans, and applicable Government required documents.Lead and support the Physical Security Assessment Program, internal self-inspections, assess compliance levels, and develop/execute corrective action plans to address deficiencies.Support the GSS International Security team with Physical Security compliance and design.Manage a range of program administrative functions including personnel management, document accountability, and investigations related to program-specific issues.Prepare and support internal and external security-related briefings, reports, and reviews, contributing to overall program status updates and leadership engagements.Ensure compliance with applicable government and company regulations.Provide leadership and mentorship to security team members, including setting career development goals, conducting performance assessments, and preparing formal performance evaluations.Eligibility for additional access will be required based on specific customer requirements.This position requires extensive knowledge of the National Industrial Security Program (NISP); the Special Access Programs (SAP) environment and the Sensitive Compartmented Information (SCI) environment.Ensure that policies and procedures are implemented proactively, practices that anticipate current threats and prepare for possible future threats.Liaison with law enforcement agencies to coordinate enhanced site protection and threat management efforts.Promote a safe working environment for all Raytheon employees and guests.Travel may be required (10%) to evaluate various Raytheon sites.Occasional afterhours, weekends, and holiday callout for incident response may be required.

Qualifications You Must Have

Active and transferrable final U.S. government issued SECRET security clearance is required prior to start date with the ability to obtain a TOP SECRET and program access after start. US citizenship is required, as only U.S. citizens are eligible for a security clearance (a current investigation is defined as an investigation not older than five years).Bachelor’s degree required – Major: Business Management, Security Management, Criminal Justice, or other related field, and a minimum of 12 years prior relevant experience; or an advanced degree in a related field and 10 years’ experience.Experience with the 32 CFR Parts 117 and 2001 (NISPOM), DoDm 5205.07, JSIG/RMF, ICD-705, SES11, and customer security requirements.Experience leading security, military or law enforcement professionals.

Qualifications We Prefer

Active and transferrable final U.S. government issued TOP SECRET security clearance.Experience with coordination and collaboration with both internal and external customers.Experience leading teams during critical incidents, including high-pressure decision-making and coordination.Strong proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams, Visio, PowerBi) and Adobe Acrobat.Experience in Physical Security principles, reading and critically evaluating construction designs.A CPP and/or PSP Certification (or equivalent) from an accredited professional organization.Experience leading Workplace Violence and/or Threat management mitigation, investigation and prevention programs.

The salary range for this role is 147,000 USD - 295,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
