PHMSA Compliance Advisor - Control Room Management

Job Description
A midstream oil & gas customer in The Woodlands is seeking a PHMSA Compliance Advisor-Control Room Management to join their Environmental & Regulatory team. This individual will be responsible for the following:
Serve as primary liaison between the corporate compliance team and Remote Operations Center, providing regulatory guidance and interpretation
Oversee revisions to the Companys CRMP
Provide regulatory guidance and support development/revision of various technical documents, including but not limited to:
o Alarm Management Plan
o Alarm Philosophy
o Alarm Rationalization
o SCADA configuration
o Alarm and Display Management Practices
o HMI Displays
o MOC Process
Support State/Federal Agency CRM Audit(s)
Support the DOT Compliance Team in maintaining compliance programs including Operations & Maintenance, Design & Construction, Integrity Management, Operator Qualification, and Control Room Management
Monitor federal and state pipeline safety regulations; support updates to internal policies, procedures, and training to maintain regulatory compliance

Skills and Requirements
Bachelor's degree
Tier 1A experience needed:
In-depth knowledge of CFR 192 Subpart L and CFR 195.446 (CRM)
Experience developing and maintaining CRMPs
Experience with multiple of the below:
Alarm Management and Rationalization expertise
SCADA system operational and compliance understanding
HMI and display management experience
MOC (Management of Change) process experience tied to control room impacts
Tier 1B experience needed:
Practical pipeline operations knowledge
Audit and PHMSA inspection experience
Tier 3 experience needed:
Strong procedural and technical writing skills
Change management and training support experience Knowledge of API RP 1167 and API RP 1168 null
