Personnel Security Specialist
Summary This position is part of the Defense Media Activity. The incumbent will be responsible for developing and implementing policies and procedures, standards, and training for the agency personnel security mission. Responsibilities As a Personnel Security Specialist at the GS-0080-13 some of your typical work assignments may include: Responsible for developing and implementing policies and procedures, standards, and training for the organization personnel security mission. Identifies, researches, evaluates, and segregates workable alternatives to complex policy challenges, and establishes the most workable solutions, and implements acceptable policy decisions impacting upon agency. Provides authoritative information and assistance to an agency official by advising personnel security policies and related matters and the impact of personnel security requirements on organizational missions. Formulating and issuing personnel security investigative requirements. Advising on procedures for adverse security determinations and employee rights and representing agency personnel security matters. Participate in security seminars for DMA and personnel security workshops. Prepares newsletter items and other training materials Evaluates controversial or sensitive issues not covered in existing security directives (or precedents in existence) and implements acceptable solutions to unique situations. Requirements Conditions of Employment Qualifications You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Developing and applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. Identifying and resolving highly complex and sensitive security issues, analyzing and researching these challenges, developing innovative solutions, and communicating these solutions effectively to all stakeholders. Ensuring that all releases, handling, markings, safeguarding and storage, and destruction of sensitive but unclassified information, classified information, restricted data, and Sensitive Compartmented Information (SCI) are in accordance with national security policy. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level. This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13. The SPeD certification is DoD's initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. This position requires the incumbent to obtain the SFPC certification within their first two years of employment. Subsequent SPeD certifications are required with the requirement to complete one per year each consecutive year thereafter in the order mandated by the SPeD certification sequence and/or as mandated by the position supervisor and/or organization leadership.
