PRINCIPAL ACCOUNTABILITIES
Follow the work processes of permitting for operation plant (Such as ASU, H2, ETG, GG, PGG ..etc) to effectively manage and administer existing permits requirements. Apply for, negotiate and obtain necessary permits and approvals required per regulation.Interpret permitting regulatory requirements, follow permitting compliance matrices, provide initial compliance matrix training to Operations and provide ongoing compliance support and training.Emerging permitting issues and regulations that can impact Air Products operations, services, products, and permitting strategies. Participate, as needed, in trade organizations and interface with various agencies to advocate regulatory changes, where appropriate.New plant dangerous workplace permit support1) Early engagement to identify the potential risk based on operation plan and plant layout per regulation.
2) Identify the gap between latest regulation, business and operation requirement; Coordinate function team for new plant permit document preparation which includes a). Plant introduction and organization b). Dangerous chemical management c). Environment monitoring plan for labor d). management plan for dangerous equipment or pressure vessel e). Labor health management f). Safety organization and manage plan g). Automatic inspection plan h). Contractor management i). Labor safety & health training program j). Incident management …etc
3) Pressure vessel permit application which includes re-inspection and completion inspection; relation documentation consolidation such as a). Detail specification b). Engineering drawing with strength calculation c). WPS/PQR validation d). Quality record…etc
4) Safety device verification which includes a). Identify incident scenario b). Safety device satisfaction per scenario calculation result
5) Government communication plan for a). Permit schedule b). Permit document c). Audit missing items coordination. Routine permit for operating plant
1) Dangerous workplace permit re-evaluation
2) Annual dangerous workplace internal audit
3) Annual pressure vessel inspection a). Application b). Relate application fee disposal c). Schedule arrangement d). Documentation e). Site inspection
4) Alternate inspection method application to minimum operation impact
5) Quarterly review meeting across plants for inspection lesson learnt.
JOB REQUIREMENTS
BS plus minimum of 2 years’ experience or equivalent demonstrated competencyEngineering background with process HAZOP experienceUnderstands typical application and capabilities of complex permitting practicesEffectively communicate objectives, plans, and able to debate conceptual pointPrepares and directs the preparation of permit applications.Organizes and delivers effective presentations.Able to resolve conflict within team and redirect team priorities.Effectively employs group and individual problem-solving skills.We are the world’s largest hydrogen producer with over 80 years of industrial gas experience.
