JOB DESCRIPTION
The Budget Division Head provides strategic leadership, overall supervision, and expert technical and professional guidance to the Budget Division of the Department. Under the direction of senior management, the position is responsible for planning, organizing, assigning, supervising, and reviewing the work activities of the division and its staff, ensuring the efficient and effective preparation, coordination, and management of the Department’s budget proposals and financial plans.
Coordinates closely with the Policy and Plans Bureau to lead the comprehensive review, evaluation, and consolidation of all proposed budgets submitted by the Department’s Programs, Activities, and Projects (P/A/Ps). This process utilizes established budgetary systems and methodologies to ensure consistency, accuracy, and alignment with applicable laws, government policies, rules, and regulations. The position plays a critical role in supporting effective and efficient financial management through meticulous planning, execution, and continuous monitoring of budget implementation. It ensures that resource allocation aligns with the Department’s strategic priorities and performance targets, ultimately driving the achievement of desired outcomes and organizational goals.
Additionally, the Budget Division Head is responsible for the formulation and recommendation of sound fiscal policies designed to streamline and optimize financial processes. These policies promote transparency, accountability, and prudent stewardship of public funds, guaranteeing that all financial transactions are properly recorded and that public resources are utilized efficiently and ethically in accordance with prevailing government standards and best practices.
Functions and Responsibilities:
1. Leadership and Supervision:
● Provide overall supervision and leadership to the Budget Division, ensuring alignment with departmental goals, vision, and fiscal policies.
· Plan, assign, monitor, and evaluate the work of the division and staff to maximize productivity and quality output.
· Foster a collaborative and motivated team environment that encourages professional growth and continuous improvement.
· Develop and implement capacity-building programs to enhance technical skills and knowledge of budget staff.
2. Budget Planning and Preparation:
● Oversee the comprehensive planning and preparation of budget proposals for the Department, ensuring completeness, accuracy, and compliance with relevant budget laws, rules, and regulations.
● Coordinate the consolidation and review of budget requests submitted by all Programs, Activities, and Projects (P/A/Ps) within the Department.
● Utilize existing budget systems, tools, and methodologies to streamline the budget preparation process.
● Ensure alignment of budget proposals with the Department’s strategic priorities, policy directives, and operational requirements.
3. Budget Presentation and Coordination:
● Represent the Department in budget discussions, presentations, and negotiations before various internal and external bodies including the Executive Committee (EXECOM), National Development and Management Council (NDMC), Department of Budget and Management (DBM), Regional Development Councils (RDCs), and legislative bodies such as the House of Representatives and the Senate of the Philippines.
● Act as the primary liaison between the Department and other agencies or stakeholders on budget-related matters to facilitate effective communication and resolution of issues.
4. Policy Formulation and Compliance:
● Formulate and recommend fiscal policies that promote streamlined, effective, and efficient financial processes within the Department.
● Ensure that all budgeting activities adhere strictly to relevant laws, government accounting standards, and internal control procedures.
● Promote transparency, accountability, and responsible utilization of public funds in all budget processes.
● Support the development and continuous improvement of financial management systems and procedures.
5. Financial Management, Monitoring, and Reporting:
● Support effective financial management by overseeing the execution and monitoring of the Department’s approved budget to ensure optimal use of resources.
● Monitor budget utilization, variances, and provide timely reports and analyses to senior management for informed decision-making.
● Coordinate with the Policy and Plans Bureau and other relevant units to align financial planning with programmatic goals and performance outcomes.
● Lead efforts to identify potential risks, cost-saving opportunities, and strategies for improved fiscal discipline.
