JOB DESCRIPTION

Under general supervision and with some latitude for the exercise of independent judgment, performs somewhat difficult responsible professional work requiring training, moderate experience and a broad knowledge of employee relations and handling workplace conflicts, complaints and grievances.

Functions and Responsibilities:

1. 1. Receive, assess and monitor the resolution of HR-related complaints and grievances against erring personnel and act as Hotline 8888 and CSC CCB focal person;

2. Serve as Secretariat for the Grievance Committee and Technical Working Group for Alternative Dispute Resolution, Fact-Finding Investigations Committee, etc.:

a. Draft notices/agenda and prepare other relevant documents (Special Orders, memorandum, etc.) to inform the members on the details of the meetings;

b. Document the meetings and/or other activities of the Committee to highlight the major agreements and/or forward actions that must be undertaken;

c. Develop internal rules of engagement/terms of reference; resolutions and appropriate policies as agreed by the body;

d. Monitor agreements and commitments of the body.

3. Implement mechanisms and advocacies to promote employee discipline/ conduct in the Department;

4. Coordinate with the concerned offices and oversight agencies for matters pertaining to HR-related complaints and grievances; 

5. Maintain an updated database on HR-related complaints and grievances; and

6. Perform other related tasks in the section and/or division, as may be assigned.
