Responsibilities Serves as the Performance Science, Facilities, and Technology Program Manager for Semper Fit / Warrior Athlete Readiness and Resilience (WARR), Marine and Family Division, Manpower and Reserve Affairs, Headquarters Marine Corps. This position supports the Marine Corps Total Fitness (MCTF) efforts. Will advise Branch, Division, and Marine Corps leadership on all subjects related to health, wellness, prevention, and performance. The incumbent will serve as a subject matter expert in research and evidence-led practice for sport and human performance systems, equipment acquisition, facility design/operations, and technology application. Will evaluate, monitor, analyze, assess, and provide supporting research for all policy and components of the Marine Corps Total Fitness (MCTF) and Warrior Athlete Readiness and Resilience (WARR) systems. Must maintain awareness of emerging trends, and work to predict future states related to protective factors, exercise science, training systems, and related technology. Must objectively advise the Section Head, Branch Head, Chief of Semper Fit, and higher headquarters staff using research, data analysis, and graphic organizers. The Performance Science, Facilities, and Technology Program Specialist will work with an interdisciplinary team to build a human performance program that prioritizes Marine warfighters and recognizes that family wellbeing is an inseparable component of mission success. Works to improve the readiness, lethality, and resilience of the force in all domains of fitness ¿ physical, mental, spiritual, and social. Serves as liaison between a Contractor and the Contracting Officer to aid in contract administration. Oversees contractor performance and adherence to contract requirements. Informs the Contracting Officer of potential performance problems. Handles routine correspondence, maintains administrative contract files, and forwards copies of correspondence and files to the Contracting Officer. Inspects and accepts products and services as appropriate. Reviews and approves invoices for payment as appropriate. Performs related tasks as designated by the Contracting Officer. The COR must complete Ethics and Standards of Conduct training. This is a white-collar position where occasional lifting up to 20 lbs. may be required. May travel to complete work assignments. May perform other duties as assigned. May work a fluctuating work schedule and travel to support other programs such as All Marine Sports outside of the typical work week and work hours. Performs other related duties as assigned by the Semper Fit Director. Requirements Conditions of Employment See Duties and Qualifications EVALUATIONS: Qualifications Bachelor's Degree in Exercise Science, Human Performance, Sports Performance, Sport Science, Sports Informatics, Physical Education, or a closely related field is required. Master¿s degree or higher preferred AND a minimum of three years of experience that demonstrates experience, knowledge, skill, and ability related to the work, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skills equivalent to that gained in the above. Certified Strength and Conditioning Specialist (CSCS) required. Must be able to obtain the NSCA Certified Performance and Sports Science Certification (CPSS) within 18 months of employment. Ability to develop relationships with internal and external teammates required. Must have prior experience with data pertaining to biomechanics (force plates or motion capture), training demands (GPS, heart rate monitors), perceived responses (survey data). Experience working with collegiate and/or professional athletes, military service members, units and teams preferred. Experience in the application of scientific methodology. Ability to work with diverse stakeholders who possess varying levels of sport/performance science knowledge preferred. Must have theoretical background and practical knowledge to evaluate the scientific efficacy and utility of programs, facilities, and technology (to include athlete management systems) being employed within the MCTF and WARR systems. Must demonstrate the capability to design process documents outlining how technology will be utilized and integrated into daily workflows. The ability to collaborate with Principal Investigators (PIs) to develop, manage and implement research projects related to human performance preferred. Ability to prepare and analyze statistical reports desired. Knowledge of a wide range of qualitative and/or quantitative methods and analyses used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternate solutions and for the assessment and improvement of Human Performance Planning in an athletic or military environment preferred. Ability to think critically and draw conclusions through developing and utilizing appropriate data collection, management, and analysis techniques to produce valid and reliable findings, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making is desired. Professional knowledge of data analytics and information assembly in respect to exercise or sports physiology, physical and occupational therapy, kinesiology, and/or a related field such as physical education. Presents written and verbal communications in a clear, concise, and understandable manner for a diverse audience in various settings. Knowledge of concepts, principles, and practices of athletic or military strength and conditioning, exercise physiology, nutrition, and the ability to apply this knowledge to establish and maintain human performance data repositories and protocols.
