Performance Period Site Manager (Naval Base Guantanamo Bay, Cuba)
Act as Naval Station Guantanamo Bay (NSGB), Cuba Performance Period Site Service Managerin the execution of the NSGB ESPC service or performance period with authority to act as SGT’s main on site POC with the US Navy.  Service contract includes power generation (combined cycle and PV), and Mechanical (Refrigeration and HVAC) l and lighting scope of work.  Oversee and facilitate execution of the Operations, Maintenance Repair and Replacement (OMRR) requirements related to the ESPC Contract at NSGB, coordinating customer and subcontractor’s schedules, planning maintenance execution, monitoring effort, and evaluating performance, with a goal of fulfilling all performance period OMRR and savings requirements.
Responsibilities include: •Lead and coordinate in-house staff, subcontractor project managers and service managers daily to ensure successful service implementation, including OMRR planning and execution, performance period project budgets, and logistics planning.  •Coordinate with Customers, ensuring effective support to customer needs, overcoming schedule, access, and logistics challenges.  Hold regular meetings to ensure excellent communications and lowest level issue resolution.•Manage Trouble Call process to ensure prompt and effective 24 hr. response to emergency, Urgent and routine breakdown maintenance•Manage and monitor NSGB service processes and procedures to ensure company standards are being met regarding quality, safety, and environmental requirements. Conduct routine site inspections to verify work is occurring in accordance with the contract. Collaborate with leadership and others as assigned, to regularly evaluate the processes by which performance period services are executed.•Act as Project Purchase Card holder- purchasing required consumables for NSGB service operations.•Coordinate the project preventive maintenance plan, driving on time, effective planned maintenance to ensure equipment performance, availability, and savings. Coordinate the usage of MAXIMO to plan and track preventive and breakdown maintenance.  •Work Closely with the Measurement and Verification(M&V) Team to ensure all required inspections, trends and sampling is done annually.  Coordinate these activities with the customer.  •Ensure a very good or better CPAR (Contractor Performance Assessment Reporting) evaluation from the Government Contracting Officer. •Oversee and manage on vehicle fleet and site facilities including maintenance Siemens Housing facilities and offices.•Be knowledgeable on the installed systems and able to coordinate with the Navy on lines of demarcation and repairs.  Understand as built drawings and installed systems on a general level.
Implementation of Project Controls including:•Ensure regular Service phase communication comprehensively evaluate project safety, budget, and schedule.•Execute a uniform methodology for preventive maintenance planning, execution and reporting to help uncover potential issues early•Project Safety Controls in close coordination with Safety Director including creating a uniform Operational Risk Management culture and reporting method to find and address any trends in safety incidents. •Implement Project Quality Controls in close coordination with QC Lead to ensure high Quality Management program
Requirements:•Willingness to live on site at Naval Station Guantanamo Bay for an extended period of time•Experience leading subcontractors/ in-house staff and managing their performance.•Excellent interpersonal skills to develop a collaborative workforce.•Demonstrated expertise in managing service and or construction activities.•At least (5) years of progressively responsible roles in Federal Service Contract execution•Experience with FEMP based M&V•Strong preventive and breakdown maintenance operations•Excellent computer skills and proficient in software, including Excel, Word and Computerized Maintenance Management systems (Maximo etc.)
Security Clearance:•Candidate must be US citizen and have the ability to obtain and/or maintain a US federal agency security clearance

An annual incentive target also is part of the compensation package for this position. The actual wage offered may be lower or higher depending on budget and candidate experience, knowledge, skills, qualifications, and premium geographic location.
