ORGANISATION

Oxfam Kenya is an independent prospective Affiliate of Oxfam International. The birth of Oxfam Kenya is a response to Oxfam International’s decision to evolve and build the confederation as a globally balanced and diversified affiliate network. As an autonomous member of the confederation, Oxfam Kenya's affiliation is expected to promote social change in Kenya, bring Kenya's voice to the wider confederation, and amplify the East African and Pan African voices.

Oxfam is a worldwide development organization that mobilizes people's power against poverty. It is a confederation of 22 organizations (‘affiliates’) working together with partners and local communities in over 79 countries.

ORGANISATION’S PURPOSE

A transformed Kenyan Society that challenges poverty and inequality to claim their rights. Oxfam Kenya will work to foster systemic change and strengthen systems across areas we work in with more localized leadership in the development and humanitarian spaces. This will be realized through a One Oxfam Programme approach by implementing four key programmatic focus areas with specific goals that will contribute to the vision. These are: -

Governance and Accountability: Civil society maximizes civil society space and ensures more equitable raising and spending of financial resources at the county and national levels. Natural Resources: Poor and marginalized communities get a fair share of natural resources and their Gender Justice and Women’s Rights: Women gain power over their lives to participate in, and contribute to, public life. Humanitarian Systems Strengthening: The severity of future humanitarian crises in Kenya is reduced.

JOB PURPOSE

Develop and implement the full range of human resource strategies necessary to support effective people management across Oxfam Kenya and human resource management contributes and is aligned to the Oxfam Kenya strategic goals through effective human resource planning, talent management and engagement, organizational development and change interventions, and  enabling human resources policies and procedures.

KEY RESPONSIBILITIES

 Technical, Leadership, People and Resource management

Be the trusted partner on all people related matters, provide HR leadership, advice, counsel and solutions in analysing people issues and challenges. Develop and implement human resources plans. Build HR knowledge and expertise leveraging internal and external resources. Identify and facilitate the development of HR policy, procedures, standards, tools, and Work closely with the Senior Management Team to attract, recruit and retain the talented people we need and to identify and develop high potential staff. Manage the link and relationship to all OI HR shared services.

Learning and Organizational Development and Staff Capability Building 

Embed a culture of performance management, where staff are held Support managers in the development and coaching of staff to optimise their potential in pursuit of Oxfam’s objectives. Providing guidance on staff capacity building and in formulating the annual HR plans. Ensure that staff have access to HR guidance on individual development opportunities arising from performance review feedback and personal career development interests. Create an environment of continuous learning where staff are encouraged and supported to develop and are held accountable for their commitments. Analyse on an ongoing basis the organisational staffing profile and ensure that an effective talent management strategy is in place and actively support activity that optimizes talent.

Change Management

Provide overall project management to the change processes in Oxfam Kenya and ensure plans are delivered as per schedule. Manage the key change related meetings (e.g. monthly change updates) and ensure progress is tracked and followed up on all the agreed action points. Ensure progress is tracked and reported on appropriately at regional and global levels, escalating key issues and risks where appropriate. Work with Oxfam Kenya Executive Director and Senior Leadership and other key staff internally to develop a clear risk management approach for the Oxfam Kenya change processes. Track the implementation plan and ensure all staff involved in delivering different activities in the change plan are aware of the timelines, the key deliverables and their accountabilities. Develop and implement a plan that will support staff to mentally shift into the new model with a focus on being a national team as well as fronting partners in our approach.

General Organizational Awareness and Learning

Stay abreast of changing organizational and external situational circumstances, which may impact the wider organization and proactively develop suggestions for addressing them and/or incorporating relevant information into Oxfam’s ideas and approaches. Manage the link with change managers (where appropriate). Develop OKE human resources strategy.
