SCOPE OF WORK
The Payroll Manager serves as a member of the Accounting Leadership Team, overseeing payroll operations and supervising the payroll team. Ensures accurate, timely payroll processing, compliance with labor laws, and management of payroll-related reporting. Reports to the Director of Accounting and interacts with staff across departments, field operations, and corporate offices.

Provides effective leadership and oversight of the payroll team Reviews weekly and bi-weekly payroll, and ensures accuracy and compliance Ensures compliance with federal, multi-state, and multi-local payroll regulations, including prevailing wage laws Continually assesses the effectiveness of payroll across geographic and hierarchical levels of the organization; improves service, functionality, and cost effectiveness of payroll Leads, coaches, and develops payroll team by setting clear goals and conducting regular performance reviews Manages payroll tax filings and ensures timely payments Collaborates with HR and Accounting to streamline payroll processes Handles payroll audits and resolves discrepancies Manages employee records related to payroll, benefits, and deductions Manages preparation of certified payroll reports, as required for government contracts Delegates appropriately and follows up effectively Performs other related duties as required and assignedWORKING CONDITIONS
Must be able to work scheduled hours as well as overtime, as required, on short notice Must be able to remain calm in times of heightened emotional situations Must work well with others as a member of a team to complete tasksPHYSICAL REQUIREMENTS

Bachelor’s degree in business or equivalent, preferredEXPERIENCE
Eight or more years payroll management experience, preferably in the construction industry Certified Payroll Professional (CPP) designation required, or must be obtained within first year of employment Experience in certified payroll reporting and multi-state payroll tax, preferred Experience in Federal, state, and local payroll tax including filing requirements, preferred
