This position is responsible for the timely and accurate delivery of payroll and related client service, including recordkeeping and reporting.
ESSENTIAL JOB FUNCTIONS:
Coordinate and manage the overall payroll and benefits functions for the Agency, subsidiaries and affiliates. Ensure the accuracy of all work submitted to the Agency’s payroll processing service and benefit carriers.
Facilitate new employee orientation including setup of payroll and benefits. Determine ongoing eligibility for benefits (e.g. medical/dental plan, retirement plan, earned time.)
Manage and coordinate all changes/adjustments to payroll, personnel records and employee benefits (i.e. personnel status changes, authorizations for withholding, deductions, and retirement contributions, etc.)
Update personnel records to reflect changes.
Communicate with vendors and other third parties to facilitate these changes.
4. Document workflow and work procedures.
5. Research and resolve problems, perform scheduled activities and liaison with payroll service providers.
6. Prepare and maintain standard and ad hoc reports, queries.
7. Assist with pulling reports and completing required worksheets with audits.
8. Respond to inquiries by federal, state and other authorized parties.
9. Ensure compliance with payroll laws and regulations
10. Reconcile payroll transactions and prepare analysis of accounts.
11. Conduct monthly audit of healthcare, dental, auto, and life insurance invoices to ensure correct rates and participants.
12. Ensure payroll specialist is fully trained as back up payroll administrator.
13. Provide support as required for Finance Department functions.
14. Perform other duties as assigned.
JOB QUALIFICATIONS:
1. Proven success in the following job competencies:

3. Ability to work with minimal supervision.
4. Produce reports that are consistently accurate and clearly presented in a professional manner.
5. Maintain a high degree of professionalism and a positive, cooperative demeanor while interacting with employees and third parties.
6. Maintain confidentiality in all aspects of payroll.
CRITICAL SKILLS/EXPERTISE:
1. Associates degree preferred with a major in accounting, business or related field.
2. Four years of experience in payroll and benefits administration.
3. Experience with automated payroll/HRIS systems, Paylocity preferred.
4. Microsoft Office Proficiency
5. Knowledge of payroll and accounting practices and principles.
6. Knowledge of state and federal employment laws relating to key areas of responsibility.
7. The ability to communicate verbally and in writing with other agency employees, government agency representatives and third parties.
8. Ability to prioritize tasks and work under pressure.
JOB LOCATION:
Primary functions are conducted at the Main Office of Lakes Region Community Services.
