Desired Start Date Position End Date (if temporary) To ensure full consideration, applications must be received by 11:59pm (MT) on07/16/2025 Description of Work Unit The work unit exists to pay all employees of Colorado State University, reconcile amounts withheld from employees and remit to respective accounts and vendors (insurance, taxes, tax-shelter programs, miscellaneous deductions, etc.), record all transactions in the financial reporting system of Colorado State University for all payroll items, interact with other CSU departments and outside agencies including but not limited to proper payroll time and effort reporting, corrections, garnishments, FSLA , liens, levies, court orders, family support services, benefit vendors, the State of Colorado state taxing authorities and IRS . Position Summary This position exists to assure that payroll processing is completed timely and accurately, timekeeping is utilized and monitored appropriately. This position is also utilized for assisting with pension payments, including maintenance and setup of deductions and reporting, and annual audits. This position assists with state tax withholding and remittance, unemployment and workers compensation reporting. This position is also to assist with tax remittance for Federal, State and Local tax authorities. This position is involved with maintenance, development, implementation and modification of the HR system as it relates to payment processes, taxes, pensions, and to retain regulatory compliance. This position to assist with out of cycle payments, payment stops, over-payments and W-2 reporting, imputed income and taxable fringe benefits. This position assists with overpayment calculations, insurance billing, reconciliations and auditing, garnishments, personnel data calculations and adjustments. Required Job Qualifications • Bachelor’s Degree in Accounting OR Bachelor’s Degree plus 2 years payroll accountant experience • Demonstrated professional intermediate payroll/accounting experience • Strong organizational, analytical and computer skills • Excellent written communication and interpersonal skills • Customer service experience Preferred Job Qualifications • 3+ years professional accounting experience at the intermediate level • Advanced degree and/or CPP certification • Experience with financial systems • Experience with reconciling and balancing large accounts with thousands of transactions. • Strong problem solving skills • Ability to interact professionally with a diverse group of employees • A team player and contributor to tight deadlines and high volume work • Strong understanding of payroll systems, tax table updates, and regulatory reporting preparation Essential Duties Job Duty CategoryPayroll Tax Data and Financial Reporting Duty/Responsibility Analyze HR tax data and gather other tax information from Business Financial Services to create the federal tax liability report. This information is used to prepare the federal tax remittance document and process and remit taxes timely and accurately in compliance with IRS and federal tax guidelines. Responsible for preparation of quarterly and annual federal tax reports. Monitor the HR system for accuracy of tax calculations. Reconciling tax related accounts in accounting system. Create journal entries recognizing Federal ACH credit of taxes in accounting system. Prepare, process and remit pension deductions and 403(b), 457, 401(k) tax deferred investments. Monitor, test and ensure proper locality taxation for individuals working remotely, calculate and remit timely and accurate tax payments. Share in the work to perform coverage for State and Local tax remittances and related job duties. Maintain Worker’s Compensation records and reconcile employee year to date figures based on Worker’s Compensation checks received. Process unemployment records and responses. Percentage Of Time40 Job Duty CategoryPayroll Processing and Auditing Duty/Responsibility Audit preparation, cash reconciliations, payroll processing for Administrative Professionals, State Classified, Hourly and Graduate Assistants. Federal and Colorado State tax remittance, Over-payments, Impress Funds, Imputed Income. Monitor and calculate all out of cycle payments, cancellations and over-payments. Work with peer Accountant and the payroll processors to facilitate processing entries for payroll. Manage the current employee overpayment receivable account in accounting system. Journal entries are required to update payroll bank account vs employee receivables. All accounts must be reconciled and balanced monthly to the university’s financial system, Kuali. Testing and validation of the HR system, subject expert on taxation, coordinating software updates, testing patches and upgrades. The processing and posting of moving expenses, imputed income and taxable fringe benefits. Monitor SERP /Medicare set-up for students in the HR system. Responsible for timely and accurate reporting of W2s and W2c corrections and Guam reporting. Continuous monitoring of reporting requirements per IRS regulation, working with HRIS and IS to coordinate processing and filing. Testing and managing new elements, patches and updates that effect taxation. Prepare adjustment W2c/W3cs as needed, determining the requirements of posting information through payroll or accounting software for proper coding of expenses. Share in the work to perform and provide coverage for retirement plan related duties, HSA processing and other voluntary deductions. Provide ancillary assistance for parental leave and short term disability. Ensure files are properly maintained in accordance with record retention rules. Percentage Of Time40 Job Duty CategoryTeam Collaboration and Support Duty/Responsibility Ensure the success of all members of the payroll unit by providing support, coaching, training, and other resources as needed for colleagues to fulfill their assigned responsibilities. Serve as subject matter expert regarding CSU and payroll protocols for the Payroll Manager. Act as a role model and example for connected collaboration across the payroll team.
