What is a Cluster Lead?
“Chapters” are the \"homes\" of employees within Roche that represent technical & functional topics/expertise. Chapters develop employee expertise (capability building) for today and the future, coach employees to translate their capabilities into impactful external outcomes, and continually maintain a high level of performance. Chapters are characterized by minimal hierarchy, with the aim of developing empowered, collaborative and highly capable colleagues. Chapters are grouped into \"Clusters\" based on common capabilities and/or business synergy potential to facilitate prioritization and resourcing. This grouping is not fixed, so can flex over time.
Objectives and Scope of Position:
As the leader for the Patient Access Cluster, you are accountable for establishing broad and sustainable access to Roche medicines. This includes forming meaningful partnerships with customers, patient groups, and government stakeholders to develop and execute comprehensive access strategies, including national reimbursement and alternative funding solutions.
A successful cluster lead will understand on-market and pipeline therapies, their impact on patients and the healthcare system, and have knowledge of access, healthcare system shaping, and patient advocacy. The leader will engage across the organization to ensure alignment of cluster priorities with broader enterprise goals.
You will act as an agile leader (Visionary, Architect, Coach, Catalyst) and help the cluster and Roche Pharma Taiwan culture thrive. Your leadership will catalyze an externally focused and adaptable team, fostering a mindset that engages employees to bring our medicines and services to more patients swiftly, while shaping the local healthcare system for long-term sustainability. Passion for people, culture, patient access, and healthcare sustainability in Taiwan is essential.

Primary Responsibilities and Accountabilities
Define a vision for the cluster & catalyze the cluster and affiliate to help realize it
Translate an aspiring vision into clear, prioritized outcomes (e.g., Access Strategy for current/future products and Healthcare Impact Plan addressing systemic healthcare gaps).
Engage external stakeholders to advance cluster and squad priorities.
Generate insights, forecast, and shape national and therapeutic area policies to enable sustainable access to Roche offerings.
Position Roche Taiwan as a trusted partner to shift the budget towards value and improve healthcare system efficacy.
Develop and implement Patient Solutions to enable access for uninsured/underinsured patients (e.g., Patient Support Programs, alternative funding solutions, private insurance programs).
Collaborate externally to solve healthcare ecosystem bottlenecks and develop learning solutions for ecosystem needs.
Coach Chapter Leads/Members within the cluster, promoting Creative Leadership with a focus on Visionary, Architect, Catalyst, and Coach roles to foster individual and team growth in line with their passion and organizational needs.
Model a growth mindset, encouraging continuous learning, risk-taking, and knowledge-sharing.

Display integrity through openness, honesty, compliance, and ethical behavior.
Qualifications: Good Compliance track record. No material Compliance violation is identified in the past 5 years
Education: University degree (Healthcare management and MBA is a plus)
Working Experience:
At least 8+ years working in the pharmaceutical industry with a proven track record delivering advances in access and policy.
5+ years of experience in people management, of which at least 2+ years’ experience in top management level is strongly preferred
Proven track record in outstanding portfolio management experience to optimize patient outcome as a result
Proven track record in engaging with a broad range of stakeholders to shape the healthcare environment
Experience in developing and implementing strategies and resource plans
Competencies:
Excellent knowledge of the healthcare environment, product development, regulatory processes, health economics, pricing strategy, biometrics, biostatistics, and clinical research.
