Duties Description Under the direction of the Park Manager 1, SG-18, the incumbent is responsible for the daily supervision, coordination, and implementation of operational and maintenance functions of the park. Duties include but are not limited to:• Supervising permanent and seasonal park operations staff.• Planning, assigning, and evaluating operational and maintenance projects.• Conducting routine inspections of park grounds, buildings, and equipment to ensure proper upkeep and safety compliance.• Developing and maintaining work plans and staff schedules.• Performing and instructing staff in a wide variety of facility and grounds maintenance tasks, including janitorial work, landscaping, repairs, and small equipment operation.• Overseeing park cleaning, sanitation, refuse removal, snow removal, and general maintenance operations.• Monitoring supply inventories and ordering necessary materials and equipment.• Preparing and maintaining detailed reports related to work progress, personnel, and incidents.• Responding to inquiries, complaints, and emergency situations involving park patrons.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:Either 1. three years of experience* in the construction, operation, or maintenance of a park, recreational facility, or campus;* one year of this experience must be at a supervisory level;Or 2. an associate's or higher level degree or 60 college semester credit hours*** AND one year of supervisory experience in the construction, operation or maintenance of a park, recreational facility, or campus.**A park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming.**For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.***Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. You must pay the required evaluation fee.Eligible List Qualifications:Candidates may also be qualified for permanent competitive appointment if reachable on the Park Supervisor 1 open-competitive or transition eligible list.Reassignment Qualifications:Candidates must be current New York State Office of Parks, Recreation and Historic Preservation employees and have one year of permanent competitive or 55-b/55-c service as a Park Supervisor 1 to be eligible for reassignment.55-b/c Qualifications:This position is eligible for 55b/c appointment, and candidates with 55b/c eligibility are encouraged to apply. To be eligible for a 55b/c appointment, candidate must be currently enrolled in the Civil Service 55b/c program and must meet the minimum qualifications listed above. To be considered, you must provide a copy of your letter of eligibility with your response and meet the minimum qualifications listed above.It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024, and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective 6/12/25 or later will be addressed with a subsequent cover-in.*If verifiable, we will accept and prorate appropriate part-time and volunteer experience.
