The Administrator provides budget oversight, staff leadership, and operational direction for the maintenance, cleanliness, repair and improvement of city parks and facilities in support of services which enhance the lives and experiences of those living, working, playing, and learning in Boca Raton. Under the general supervision of the Recreation Services Superintendent, the Parks Maintenance Administrator supervises, directs, and holds primary responsibility for the Parks Common Grounds throughout the city. The Administrator will work to facilitate projects and will partners with Recreation staff of all levels to accomplish City and Department goals and objectives Supervision is exercised over Part-Time and Full-Time personnel within the Parks Common Grounds Section. Essential Functions + Plans, organizes, directs, and schedules work projects and assigns staff and equipment + Coordinates and oversees the City’s beach cleaning and dune maintenance programs, obtains as needed field permits and the annual City beach cleaning permit from the Florida Department of Environmental Protection (FDEP) + Oversees playground and park maintenance, repairs, installation, and inspections + Develops, prepares, and oversees maintenance contracts for parks, facilities, trails, and conservation land + Oversees irrigation maintenance, installations, and repairs in common ground park areas + Oversees the planting, removal, and maintenance of turf, trees, and ground covers in common ground park areas and other City facilities + Creates plans for short- and long-term projects and monitors progress and conformance to work plans and orders + Manages efficiencies – develops task time standards and establishes time management best practices and completion rates + Receives requests for emergency and/or unscheduled work and coordinates completion of tasks. Monitors and follows-up on both inhouse and other department work requests + Prepares a variety of reports on activities; prepares and monitors Capital Improvement Projects (CIP) and operating budgets. Tracks revenues and expenditures. + Develops, prepares, and reviews specifications for bidding services, vehicles, equipment, and supplies + Maintains an inventory of equipment, tools, machinery, and vehicles; recommends and submits purchase orders for replacement + Ensures quality control best practices and preventative maintenance schedules are adhered to. + Plans for safety and security of personnel, equipment, and visitors as it relates to Parks planning and maintenance + Serves as Emergency Liaison with other City Departments to direct efforts before, during, and recovery for any weather-related emergency Related Responsibilities: + Receives, responds to, and works to resolve escalated complaints or inquiries relating to Parks Common Grounds projects and services + Reviews job applications, interviews and makes recommendations regarding employee selection + Evaluates employee work performance, makes termination and promotional recommendations; counsel’s employees; issues disciplinary action paperwork + Receives and responds to citizen complaints and inquiries regarding parks and related facilities + Prepares requisitions and recommendation letters; purchases necessary supplies, materials, and equipment; interviews vendors + Creates training plans for Park Maintenance personnel; ensures required personnel certifications are in good standing and/or renewed in a timely manner + Schedules and approves employee time for payroll and leave requests + Performs related tasks as required Financial responsibilities: + Prepares budget for management approval + Prepares and/or processes purchase orders + Partners with Purchasing Division in drafting and preparing bids for capital purchases as well as vendor contracts as needed, escalate for review and final approval + Exercises fiscal responsibility and discretion in use of funds via Purchasing Card; tracks expenditures and submits for invoicing Knowledge, Skills and Abilities Knowledge of: + Budget preparation, forecasting and administration of financial accounting systems + Standard office practices, procedures, and equipment + The proper use and application of organic and non-organic fertilizers + The various types of turf, plants (native and exotic/invasive), plant materials and the methods and techniques used in maintaining them + The occupational hazards and safety precautions for work tasks and related equipment operation + The methods and practices of the equipment and tools used in, the repair and/or maintenance of parks and related facilities Skilled in: + Microsoft Office suite, with a working knowledge of Microsoft Excel, Microsoft Word, and Outlook + The use of computers and software applications to a high degree of proficiency – including programs for use of asset inventory tracking and inspection record keeping (HyperWeb) and/or personnel timekeeping (Oracle) + The use of the equipment and tools of the trade + Time management and prioritization Ability to: + Serve the public and interact with fellow employees with honest, integrity, and respect + Establish and maintain effective and positive relations with City officials, other government officials, associates, vendors, and the general public + Perform essential functions and related tasks while using best judgement and application of necessary safety precautions. + Manage tasks and deadlines in an organized and professional manner + Communicate and provide support and direction to subordinates + Plan, organize, and direct the activities of staff within purview Minimum and Preferred Qualifications + Bachelor’s degree from an accredited college or university with major course work in park management, business management, public administration, or related field or any equivalent combination of education and experience. + Three (3) years’ experience of progressive responsibility in grounds operations, park maintenance, turf management, irrigation system operations, AND landscape material planting, care, and maintenance. + Two (2) years’ previous experience in a supervisory role, primarily responsible for the coordination and work output of multiple team members + Possession of a valid State of Florida Class "E" driver's license. PREFERRED QUALIFICATIONS: + Position may require additional licenses and certificates from the State, NRPA and/or FRPA. Ability to possess a Florida Pesticide Applicator License is highly preferred. Additional experience is accepted as a minimum requirement in lieu of the postsecondary degree on the following basis: additional four (4) years in lieu of the bachelor’s degree, and additional two (2) years in lieu of an associate degree. BENEFITS SUMMARY Full-Time Non-Bargaining Employees ANNUAL LEAVE: Shall accrue prior to an employee attaining permanent status in the classified service, and may be used after six (6) months of employment at the sole discretion of the Department Head, but it shall not be paid out upon resignation or termination unless the employee has attained permanent status (one full year). The maximum accrual is 360 hours. The Defined Contribution Retirement Plan will not require a mandatory contribution. The City will contribute seven (7%) percent of the annual base wages annually. The vesting period for this plan shall be one (1) year from date of hire in the classified service, which coincides with your one-year probationary period. + An option to enroll in a Defined Benefit Retirement Plan option is available. There is a ten (10) year vesting period with a multiplier of 2.00% at normal retirement and a mandatory seven and three-quarters (7.75%) percent employee contribution. + The two (2) options will be fully explained prior to an irrevocable selection. Optional: 457 Deferred Compensation Savings Plan is available. HOLIDAYS: 15 per year: 12 recognized holidays and 3 floating days which are allocated for the fiscal year beginning October 1, to all 8 hour per day employees. Employees hired between October 1 and March 31 shall receive 3 floating holidays. Employees hired between April 1 and September 30 shall receive 1.5 floating holidays. Floating holidays must be used within the fiscal year. Non-task employees working 10-hour days receive 10, 10-hour paid holidays but do not receive floating holidays. FUNERAL LEAVE: Up to 3 workdays - In State; Up to 5 workdays - Out of State TUITION REIMBURSEMENT: Full-time employees are eligible for tuition reimbursement as outlined in the City’s Tuition Reimbursement Policy which is available in Human Resources and subject to the availability of departmental funds. MILITARY LEAVE: Members in military reserve units who attend annual training are entitled to paid leave not to exceed 30 days each calendar year. EAP: Employees, spouses, and eligible dependents have access to five (5) face-to-face sessions with a counselor through Cigna's Employee Assistance Program (EAP). Services include assistance with legal, financial, parenting, elder care, pet care, and identity theft.
