Job Description
The OSP Engineering Manager is responsible for the planning, design, engineering, and implementation of fiber optic and copper telecommunications infrastructure. This role ensures reliable, scalable, and cost-effective outside plant networks that support high-speed broadband, voice, and data services. The engineer will collaborate with construction teams, contractors, municipalities, and utility partners to deliver projects on time and within budget while ensuring compliance with industry standards and regulatory requirements.
Key Responsibilities:
Network Design & Planning
o Develop detailed OSP network designs, including fiber routes, conduit systems, pole attachments, handholes, cabinets, and other supporting infrastructure.
o Perform site surveys and field validation to confirm design accuracy and identify potential challenges.
o Utilize IQGeo, GIS, CAD, or other design software to prepare construction drawings, splicing schematics, and as-built documentation.
Engineering & Compliance
o Ensure designs comply with federal, state, and local regulations, as well as industry standards (e.g., RUS, NEC, NESC).
o Coordinate with permitting agencies, DOT, utilities, and municipalities for right-of-way approvals, easements, and construction clearances.
o Conduct make-ready analysis for aerial plant, ensuring pole loading and spacing requirements are met.
Project Execution
o Provide engineering support throughout construction, including field inspections, redlines, and resolution of design conflicts.
o Develop material lists, specifications, and cost estimates for projects.
o Support splicing, testing, and turn-up of fiber networks, ensuring proper documentation of OTDR traces, loss budgets, and test results.
Cross-Functional Collaboration
o Work closely with project managers, construction supervisors, and contractors to ensure designs are constructible and efficient.
o Engage with operations teams to ensure designs meet long-term maintenance and serviceability needs.
o Partner with vendors and suppliers to evaluate new products, technologies, and methods that improve deployment speed and reduce costs.
Documentation & Reporting
o Maintain accurate records of design packages, permits, redlines, and as-builts.
o Provide status updates, reports, and technical input to leadership on project progress and risks.
o Track and manage OSP assets within mapping and inventory systems.
Primarily office-based with frequent field visits to construction sites, utility poles, and right-of-way areas.
Requires the ability to walk construction sites and climb utility structures if needed.
Travel may be required within the service territory.

Skills and Requirements
Bachelors degree in Telecommunications, Electrical Engineering, Civil Engineering, or related field (or equivalent work experience).
3+ years of experience in outside plant design engineering.
Proficiency with OSP design software (Aramis, IQGeo, AutoCAD, GIS, or similar).
Strong knowledge of fiber optic and copper cable systems, construction methods (aerial, underground, directional drilling), and splicing practices.
Familiarity with permitting, right-of-way, and utility coordination.
Working knowledge of industry standards (RUS, NESC, NEC, OSHA).
Ability to manage multiple projects simultaneously and meet deadlines. Experience with FTTH (Fiber-to-the-Home), FTTx, or large-scale broadband deployments.
Knowledge of permitting processes in state DOTs and local municipalities.
Experience working with contractors and utility pole owners. null
