Office of Unemployment Insurance
The Louisiana Workforce Commission (LWC) is seeking an ORS Technical Specialist to join the Office of Unemployment Insurance. LWC administers the Unemployment Insurance (UI) program, which supports eligible workers during periods of involuntary unemployment. The Louisiana Employment Security Law governs the program and involves two main operational components: UI Tax Operations and UI Benefit Operations.
Minimum Qualifications
Six years of experience in unemployment insurance, workforce development programs, workers’ compensation, administrative services, or social services; OR
Six years of full-time experience in any field plus three years of experience in unemployment insurance, workforce development programs, workers’ compensation, administrative services, or social services; OR
A bachelor’s degree plus three years of experience in unemployment insurance, workforce development programs, workers’ compensation, administrative services, or social services; OR
An advanced degree in any field or a Juris Doctorate plus two years of experience in unemployment insurance, workforce development programs, workers’ compensation, administrative services, or social services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
+ Reconciles account discrepancies by investigating documentation, analyzing, and auditing account information in verification of tax overpayments, underpayments, benefit charges, employer accounts, and batch processing issues.
+ Develop and implement training program objectives necessary for employee development within the unit, necessary for the completion of assigned tasks; compose training materials; modify and create forms and letters; and the development of unit manuals.
+ Provide technical assistance for all units when operations or law changes require modifications of computer programs that control the work performed in the daily operations of the unit; testing the effect of the changes made; troubleshooting issues discovered; documenting test results and resolutions to issues found.
+ Coordinate with all internal and external units to ensure the integrity and accuracy of systems and procedures for Tax Performance Tax Performance System (TPS) purposes
+ Independently interprets the Louisiana Employment Security Law and regulations as related to Tax Operations and Benefits.
+ Other Duties as assigned

Appointment Type:This position may be filled as either a Probational or a Job Appointment (open to all qualified applicants); a Promotion (open to all statewide classified and agency-wide permanent status employees); or by Detail to Special Duty. Current permanent status, classified employees may be required to accept a Probational appointment if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available.
