ORGANIZATIONAL WORKFORCE ANALYST
Summary This position is part of the Air Force Elements, U.S. Transportation Command. Responsibilities As a ORGANIZATIONAL WORKFORCE ANALYST at the GS-0301-7/9/11/12 some of your typical work assignments may include: Perform as an analyst and advisor on organizational workforce analysis to complete projects that encompass human capital data analysis, strategic workforce planning, survey development and analysis Utilize statistical principles, software, business intelligence and performance manage to conduct advanced analytic capabilities to derive correlation insights from a combination of quantifiable and qualifiable data Develop communication strategies to obtain analytical data consistent with statistical methodology prescribed inthe research design and explores different methods of analysis which lead to better understanding, human capital variable correlation, and interpretation of formulated statistics and information Prepare and present clear and concise reports, charts, graphs, and summaries which present accurate results of research projects in such a way that non-technical individuals can understand, and management officials can make data-driven decisions Participate with management officials at various levels within the organization to develop strategies and initiatives designed to conduct research and analyze highly complex data outcomes and variables related to workforce and organizational development Requirements Conditions of Employment Qualifications You may qualify at the GS-07, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-05 grade level in the Federal service: Received training using human resources management information systems Received training with reviews and analysis of human resources operations to compile data reflecting workforce trends OR B. You have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related; OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) You may qualify at the GS-GS-09 level, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service: Assist with human resources management information systems Assist with reviews and analysis of human resources operations to compile data reflecting workforce trends Assist with automated data processing functions and techniques OR B. You have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related; OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) You may qualify at the GS-GS-11 level, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service: Utilize human resources management information systems to manage and analyze workforce data Perform reviews and analysis of human resources operations to compile data reflecting workforce trends Process military and civilian human resources information systems data into operational use OR B. You possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree. OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) You may qualify at the GS-GS-12 level, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Analyze HR operations to identify workforce trends, extract key data, and contribute to problem-solving strategies and recommendations for projects and programs Utilize military and civilian HR systems data into reports, charts, and analytics to recommend and implement improvements to automated manpower and personnel systems Utilize HR management systems, database tools, SharePoint, and Microsoft software including PowerPoint, Excel, Word, Cognos, and Tableau to extract, organize, and present workforce data and advanced statistical analyses in clear, actionable formats Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience at the GS-07, GS-09, and GS-11 grade level. ARE YOU USING YOUR EDUCATION TO QUALIFY? GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses. Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable. When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing.
