The OCM Lead will work closely with the PND Program Management Director, Program Managers, and cross-functional teams to ensure that program execution incorporates organizational change frameworks and best practices – ensuring programs are well-planned (to consider internal customer impact), communicated, and executed to maximize employee adoption and minimize resistance. The role will focus on preparing Program Managers to deliver program-related change, fostering stakeholder buy-in via scalable mechanisms that are tracked/measured, and ensuring smooth transitions during the implementation of new systems, processes, and technologies.
Key Responsibilities :
Change Strategy and Planning Best Practices:
+ Implement a Change Management Framework : Lead the integration of a comprehensive organizational change management framework into our program management approach, that can be tailored to specific technology initiatives as required.
+ Assess Change Impact: Work with stakeholders to assess the impact of program changes on employees, teams, and business units. Define the scale, scope, and key milestones of the change initiative.
+ Create Change Plans: Design and implement detailed change management plans that address communication, training, stakeholder engagement, and readiness activities to ensure successful adoption.
Develop and Implement Stakeholder Engagement and Communication Best Practices:
+ Stakeholder Analysis: Incorporate OCM best practices into how we deliver programs in a way that emphasizes the importance of assessing stakeholder readiness for change (defining roles, responsibilities, and the level of involvement required for each stakeholder group).
+ Communication Plans: Create clear, consistent, and targeted communication strategies to address concerns, expectations, and progress related to technology changes. Ensure that messaging is aligned with organizational goals.
+ Executive Communication: Prepare leadership for change and ensure they have the tools and knowledge to communicate effectively with their teams.
Training and Support:
+ Co-Develop Training Programs: Collaborate with subject matter experts and learning & development teams to design training programs that enable employees to successfully adopt new technologies or processes.
+ Co-Manage Training Execution: Partner with the Program Management standards team to oversee the delivery of training sessions, ensuring they are aligned with organizational needs and that employees are empowered to use new systems or processes effectively.
+ Provide Post-Implementation Support: Offer post-change support through resources, feedback loops, and troubleshooting to help employees transition smoothly.
Change Adoption and Resistance Management Best Practices:
+ Drive Change Adoption: Promote the benefits of change and foster a culture that embraces transformation/reinvention. Ensure employees at all levels understand the value of the technology or process changes.
+ Identify and Address Resistance : Identify potential sources of resistance to change and develop strategies to address them. Work with leaders to mitigate resistance and foster buy-in across the organization.
+ Monitor and Measure Adoption: Define and track key performance indicators (KPIs) to assess the success of change initiatives. Use data to inform and adjust change management strategies as necessary.
Collaboration with Program Management and Technology Teams:
+ Program Management Collaboration: Work closely with the Program Management team to integrate change management strategies into overall program delivery timelines, budgets, and resource planning.
+ Cross-functional Coordination: Collaborate with other teams, such as IT, HR, and Business Operations, to ensure a holistic approach to change that addresses all aspects of the organization.
+ Advocate for Change: Serve as the voice of the employees and stakeholders within the Program Management team, ensuring that the human side of technology implementation is adequately addressed throughout the program/project lifecycle.
Change Leadership and Support:
+ Develop Change Champions: Identify and empower "change champions" across the organization to help drive engagement and foster positive attitudes toward the changes being implemented.
+ Leadership Development: Coach and mentor leaders across the organization on how to effectively support and manage their teams through the change process.
+ Foster a Change-Ready Culture: Contribute to building an organization that is agile, adaptable, and comfortable with continuous transformation.

+ Certification in Organizational Change Management (e.g., Prosci, ACMP, or similar certification) is highly preferred.
+ 7+ years of experience in organizational change management, with a proven track record of managing change within technology-focused environments.
+ Experience working in or with a Program Management Office (PMO) on large-scale transformation initiatives, such as enterprise software implementations, system upgrades, or digital transformation.
+ Deep understanding of change management methodologies and frameworks, particularly in technology-driven initiatives.
+ Previous experience in employee training, coaching, or leadership development is a plus.
+ Familiarity with Agile or other project management frameworks is beneficial.
