The incumbent will be responsible for the comprehensive administration of financial processes, including managing loan application intake, review, approval, processing, and funding. This role demands expertise in loan administration, ensuring compliance with statutory and regulatory requirements while maintaining accurate records of loan disbursements, repayments, and performance data. The incumbent will act as the primary liaison between the Florida Department of Health (DOH), the Third-Party Administrator (TPA), and the Loan Application Portal (LAP) development team, fostering effective communication and coordination to ensure seamless program operations. By aligning program activities with DOH objectives, such as improving quality of care, reducing costs, and increasing efficiency, the incumbent will play a critical role in driving innovative health care solutions. Additional responsibilities include assisting in the supporting the Health Care Innovation Council and other councils (e.g., Rare Disease Advisory Council, Statewide Drug Policy Advisory Council, etc.) by assisting in preparing reports, coordinating meetings, and providing logistical support to facilitate informed decision-making and policy development. + Loan Application and Review Management: Oversee and coordinate the initial DOH review of loan applications submitted via the LAP, ensuring completeness (e.g., required fields, supporting documents like AHCA licensure, financial statements) and eligibility (e.g., AHCA-licensed entities, rural/underserved priority). Apply and validate preliminary scoring methodologies, adjusting scores based on subjective elements (e.g., innovation strength, feasibility) with staff input, and prepare review packets for council review within 30 days of each application period’s close. Facilitate the handoff of approved applications to the TPA for financial review, risk assessment, and loan servicing, and coordinate with DOH staff to address high-risk or flagged applications. + Council and Stakeholder Support: Prepare summary reports and prioritized application lists for the Health Care Innovation Council’s review, coordinate applicant presentations, and ensure logistical support for Council meetings aligns with public access requirements (e.g., notices posted 10 days prior). Document Council funding recommendations and transmit them to DOH leadership for final approval. Provide staffing and support for other councils and boards, including the Rare Disease Advisory Council, Statewide Drug Policy Advisory Council, Alzheimer’s Disease Advisory Council, and others as assigned, by assisting with planning, organizing, and coordinating activities, preparing materials, and facilitating meetings. + Administrative and Reporting Support: Update and maintain the DOH loan program webpage with current information, including loan recipient agreements, performance status, and reports. Prepare and submit monthly progress reports to the Health Care Innovation Program Manager, documenting application status, TPA coordination, and program metrics. Compile data for annual reports, including loan application trends, funding allocations, and program outcomes. Work with the LAP development team to ensure system functionality meets program needs and provide feedback on system enhancements. Required Knowledge, Skills, and Abilities: + Ability to communicate effectively in writing, orally, and through presentations. + Ability to establish and maintain effective working relationships with stakeholders, including government entities, third-party vendors, and technology development teams. + Basic understanding of loan program operations, including application intake, review, and compliance with statutory and regulatory requirements. + Strong organizational and time-management skills to handle multiple priorities in a high-volume setting. + Ability to conduct comprehensive research, analyze data, and prepare reports, policy briefs, and summaries for decision-making. + Ability to understand and apply applicable rules, regulations, policies, and procedures related to loan program administration and statutory compliance. + Ability to work independently with minimal supervision and demonstrate personal integrity, responsibility, and accountability. + Proficiency in Microsoft Office (e.g., Excel, Word, PowerPoint) for report generation, data analysis, and presentations. Qualifications: Minimum - Experience in finance, business administration, economics, public administration, or a related field. With at least two years of professional experience in commercial loan administration, small business loan programs, or financial program management, including tasks such as application review, financial risk assessment, or loan processing. Preferred-Master’s degree in finance, business administration, public administration, or a related field, with coursework in financial management, accounting, or economic principles. Three or more years of experience in managing large-scale loan or financial programs, ideally with exposure to SBA loan programs (e.g., 7(a), 504, or Microloan) or similar government-backed financing initiatives. Experience coordinating with third-party administrators or technology development teams for loan application portals or financial systems. Prior work in health care innovation programs or related fields, particularly those involving public health or community development objectives.
