This position exists to provide leadership, oversight and direction for of all Department of Human Services (DHS) opioid duties. The position is responsible for the development and implementation of strategies, initiatives and policies to effectively address Minnesotans’ opioid epidemic. The incumbent oversees all State opioid funding, request for proposals, grants and contracts. This position will involve interfacing with the DHS Commissioner’s Office and leadership, other State Agencies Commissioner’s Office and leadership, external stakeholders, federal relations, the provider community, the media, and the Legislature.
This position is a unique opportunity to ensure that Minnesota’s opioid epidemic response public policy is developed, priorities established, and programs are implemented in an integrated manner throughout the state. They have a primary role in developing and maintaining positive, productive and results-oriented relationships across a diverse group of partners which includes other state agencies, boards and councils, the public, health care systems and entities, substance use disorder providers, clinicians, counties, legislators, and other stakeholders.
As part of the supervisory team, this position contributes to the Behavioral Health Administration’s (BHA’s) management of fiscal expenditures, data, program evaluation, and qualify indicators to recommend and implement policy changes to behavioral health services. The incumbent is responsible for the development of legislative packages and the monitoring of the administration’s legislative initiatives, as well as the provision of technical assistance to BHA’s legislative team on bills that influence the administration’s mission relative to opioid epidemic response and other program areas as assigned.
The incumbent is a member of the Substance Use Disorder Unit leadership team and oversees all aspects of the Minnesota Opioid Epidemic Response operations, including the following:
+ Provide leadership on DHS the strategic direction, coordination, oversight and administration on opioid settlement dollars and other statewide opioid response initiatives.
+ Oversee the OERAC Lead position and support the high profile Opioid Epidemic Response Advisory Council (OERAC). The OERAC is established to develop and implement a comprehensive and effective statewide effort to address the opioid addiction and overdose epidemic in Minnesota.
+ Provide supervisory and leadership direction to opioid grant management staff, the state opioid authority and other administration managers, supervisors and staff to ensure a coordinated and collaborated opioid response.
+ Design and direct the development of opioid legislative proposals and initiatives and coordinate legislative activities within the respective administrations.
+ Develop and maintain ongoing relationships with external stakeholders so that mutual needs and concerns are met.
Counsel and advise the DHS leadership team on Administration related opioid issues to support decisions that are aligned with DHS goals and objectives.

Demonstrated leadership experience. Leadership experience can include:
+ Experience as a supervisor, lead worker, team lead, project lead;
+ Completion of a State of Minnesota leadership program (e.g. ELI, L4);
+ A paid/unpaid position leading a program or chairing a committee
(e.g. ERG) - Experience must include:
+ 1+ year of experience identifying issues, goals and strategic actions
+ 100+ hours per year time commitment
**AND**
Three (3) years of advanced level working experience for an opioid and/or substance abuse treatment program with integrated services.
Experience must also include:
+ Knowledge of theory and principles of chemical health services and chemical dependency treatment, detoxification services, child welfare, mental health, pharmacological interventions as part of CD treatment, including methadone, economic support programs, housing options, and other social, community, and health services.
+ Knowledge of federal, state, and county government laws, rules, regulations, and guidelines regarding Medical Assistance or other state Medicaid programs.
+ Knowledge of the history of services and familiarity with a variety of treatment models essential in evaluating current and proposed systems of care related to opioids.
+ Working knowledge of substance abuse programs, planning and evaluation, and community-based resources.
+ Broad-based, integrated understanding off federal/state law and policies relating to prevention, treatment, and intervention strategies that are holistic, family-focused and effective for a diverse population.
+ Experience managing grants and programs.
**_*Bachelor’s degree in human services, social work, psychology, or another related field may substitute for one (1) year of work experience._**

+ Strong organizational skills and lead-worker capabilities necessary to leadership and direction to the staff performing the unit’s functions.
+ Excellent written and verbal communication skills, including an ability to draft and interpret contracts, legislation, technical documents, and reports.
+ Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
