Jacobs is searching for a dynamic Operations Specialist to join our team in El Segundo, CA. In this role, under the general direction of the Chief Plant Operator, you’ll complete more complex tasks with a deep understanding of the Edward C. Little Water Recycling Facility (its processes, Satellite Facilities, including the Hyperion Pump Station). Your schedule may be shifted to assist in covering planned vacations to support the crews. This post requires the ability to communicate effectively, coordinate complex activities, and be able to respond to crises and emergencies. and diagnoses problems, maintains records, reports and log sheets and the proper storage thereof. You’ll collaborate with and support the operations and maintenance, laboratory, engineering, and administrative staff to perform related responsibilities while maintaining a courteous and effective relationship with the client, plant visitors, vendors, contractors, and co-workers.
Principal Areas of Responsibility
The following essential job functions are typical for an Operations Specialist:
• Provide technical guidance and training to employees involved in the operation and control of the treatment plant or satellite facilities. Work with supervisors to formulate work plans, delegate tasks to be performed and monitor performance
• Monitor and manage control room board operations
• Participate in overseeing the operations of an assigned area. Perform assigned rounds including adjusting process controls to daily required parameters in collaboration with the Operations Supervisor and under the approval of the Chief Plant Operator
• Inspecting, monitoring and documenting plant operations by reading plant equipment gauges, dials, graphs and other instrumentation; ensure that the waste treatment plant operates within regulatory guidelines
• Ensure compliance with all local, state, and federal laws, rules, and regulations
• Develop, review, and revise Standard Operating Procedures for approval by the Chief Plant Operator
• Perform operational tasks on equipment, reports issues to appropriate department
• Perform emergency repair work on plant operation equipment, as directed, or assist other divisions with repairs
• Oversee and manage the SWPPP program
• Coordinate and perform MF CIP’s and RO CIP’s
• Assist in planning and overseeing the operation of various maintenance and construction projects
• Help coordinate, plan and execute plant/ process shutdowns, , tag-outs and start-ups of plant operation equipment before and after testing, maintenance and emergency repairs are performed
• Record data related to plant operation processes; complete daily operating logs of routine and unusual operating or maintenance conditions encountered, and any repair work performed; initiate work orders, memos and requests for maintenance repairs as necessary
• Read and review a variety of pertinent data connected with plant operations
• Maintain, compile, and update a variety of plant operations logs, reports and lists including round sheets, spreadsheets, monthly summaries, data sheets, timesheets, overtime reports, spill reports, odor complaint reports, standby lists, emergency notification lists, shutdown lists, and equipment lists; gather data for Monthly Summary of Operations and submit to supervisor
• Participates in continuous improvement programs
• Performs other projects/tasks/duties as needed

• Valid CA Driver’s License is required with no major infractions
• Minimum of five (5) years experience in wastewater/water treatment operations
• SWRCB Grade III/T3 or higher Wastewater/Water Treatment Certification as required by facility being operated
• Knowledge of the principles and practices of wastewater treatment plant operations
• Knowledge of and ability to utilize the materials, methods, tools and equipment used in the maintenance and operation of wastewater treatment systems
• Knowledge of the laws and regulations relating to wastewater system operations
• Knowledge and ability to analyze data and maintain computer records
• Knowledge of and ability to perform standard laboratory sampling and testing
• Available for stand-by duty and emergencies as needed
• Ability to write reports, business correspondence and procedure manuals and/or SOPs
• Ability to apply mathematical operations to such tasks as chemical dosing, flow calculations, pipe or tank capacity
• Ability to define problems, collect data, establish facts, and draw valid conclusions
• Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and factual variables
• Ability to operate and manage manual and computerized information systems.
• Ability to manage multiple projects simultaneously
• Knowledge of MS Office Outlook, Word, Excel, PowerPoint and other software commonly used for Operations
Ideally, You’ll also have
• High School Diploma or equivalent is preferred
• Associate’s degree in related field is preferred
Working Conditions & Physical Requirements
The work area can involve a working environment indoors, as well as, outdoors, which could cause exposure to outdoor elements; proper environmental attire will be required. Some areas can have loud noise, active machinery, high pressure fluid systems, electrical equipment, confined spaces, heights and depths, fumes, airborne particles, noxious gases, pathogens and various chemicals. Safety is of the utmost importance. The use of appropriate safety equipment will be mandatory in these areas to prevent hazardous contact.
Must be able to sit, stand, stoop, twist and bend at the waist, turn, kneel, squat, raise arms above shoulder height, grasp, reach, perform repetitive hand movements and fine coordination when preparing reports and using a computer keyboard, have vision sufficient to read computer screens, printed documents and operate office equipment, have hearing in the normal range with or without correction. In an 8-hour time period must be able to transport self across the facility, ascend and descend stair steps, lift objects up to 50 pounds from floor level to waist height, wear and use appropriate safety equipment.

While performing the duties of this job, the employee is regularly exposed to outside weather conditions. The noise level in the work environment is usually moderate. The employee may be exposed to odors, silica, dust, fumes, smoke, gases, greases, oils, electrical energy, solvents and vibrations. The employee may work on slippery/uneven surfaces, around machinery with moving parts, moving objects/vehicles, and ladder/scaffolding, below ground and may be exposed to water and other liquid materials.
